Minutes of Proceedings - 2003-02-19

    1. MEETING:
        The Assembly met at 11am. The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. PETITIONS:
        The Member for Goyder (Mr Maley) presented petition No.26, from 50 petitioners requesting an extension of the Marrakai School Bus Route (Paper 784).
        Petition read.

        The Member for Goyder (Mr Maley) presented petition No.25, from 83 petitioners requesting Members to allow a genetically modified free Northern Territory (Paper 785).
        Petition read.

        The Member for Braitling (Mrs Braham), by leave, presented petition No.24, from 2872 petitioners relating to the proposed closure of Panorama Guth in Alice Springs (Paper 786).
        Petition read.
    4. LEAVE OF ABSENCE:
        The Leader for Government Business (Mr Henderson) moved – That leave of absence be granted to the Member for Nelson (Mr Wood) for today and Thursday 20 February 2003, due to a family bereavement.

    5. MINISTERIAL REPORTS:
        Alice Springs to Darwin Railway: The Chief Minister (Ms Martin) made a report on the construction progress to date of the Alice Springs to Darwin Railway.
        Mr Burke responded thereto.
        Ms Martin responded accordingly.

        Secondary Education in Remote Indigenous communities: The Minister for Employment, Education and Training (Mr Stirling) made a report on the progress of secondary education programs to remote indigenous communities.
        Mr Mills responded thereto.
        Mr Stirling responded accordingly.

        Nurse Recruitment: The Minister for Health and Community Services (Mrs Aagaard) made a report on the current program to recruit and retain trained nurses in the Territory.
        Ms Carter responded thereto.
        Mrs Aagaard responded accordingly.

        Building Indemnity Industry Insurance: The Minister for Lands and Planning (Mr Vatskalis) made a report on a government proposal to introduce insurance for builders to protect consumers and a builders registration system.
        Paper tabled: The Minister for Lands and Planning (Mr Vatskalis) laid on the Table the following Paper –
    Discussion Paper, Review of the Northern Territory Building Act 1993 Incorporating Initiatives on Builders’ Licensing and Indemnity Insurance in the Northern Territory Residential Building Market, February 2003 (Paper 787).

        Mr Dunham responded thereto.
        Mr Vatskalis responded accordingly.
        Ministerial Reports noted, pursuant to Sessional Order.
    6. TERRORISM (NORTHERN TERRITORY) REQUEST BILL 2003 (Serial 127) and TERRORISM (EMERGENCY POWERS) BILL 2003 (Serial 128):
        Suspension of Standing Orders – Take two Bills together: The Minister for Police, Fire and Emergency Services (Mr Henderson), pursuant to notice, moved – That so much of Standing Orders be suspended as would prevent the Terrorism (Northern Territory) Request Bill 2003 (Serial 127) and Terrorism (Emergency Powers) Bill 2003 (Serial 128) –

        (a) being presented a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and

        (b) the consideration of the Bills separately in the committee of the whole.

        Question – put and passed.
        Mr Henderson, pursuant to notice, presented a Bill for an Act to request the Parliament of the Commonwealth to enact particular legislation relating to terrorism; and a Bill for an Act to give special powers to police officers and others to deal with terrorist acts and imminent terrorist acts, to protect public health, public safety and property in the event of a terrorist act or imminent terrorist act, and for related purposes.
        Bills read a first time.
        Debate ensued.
