1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

Questions were asked of Ministers.
Paper tabled: The Minister for Transport and Works (Mr Finch) laid on the Table the following Paper -
. Letter, Gutteridge Haskins and Davey, Pty Ltd to Mr W. Duffy, Department of Transport and Works, dated January 1991.
Further questions were asked of Ministers.
4. MENTAL HEALTH SERVICES - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Health and Community Services (Mr Manzie) made a statement relating to Mental Health
and Mental Health Services in the Northern Territory.
Mr Manzie moved - That the Assembly take note of the Statement.
Debate ensued.

5. CRIMINAL CODE AMENDMENT BILL 1991 (Serial 27):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Criminal Code.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.
6. ADDRESS-IN-REPLY:
The order of the day having been read for the resumption of the debate on the motion of the Chief Minister
(Mr Perron) - That the following Address be agreed to -

To His Honour the Administrator of the Northern Territory:
"MAY IT PLEASE YOUR HONOUR - We, the Legislative Assembly of the Northern Territory in Parliament
assembled, desire to express our loyalty to our most Gracious Sovereign, and thank your Honour for the
Speech which you have been pleased to address to the Assembly.".

7. PRESENTATION OF ADDRESS-IN-REPLY:
The Speaker informed the Assembly that the Address-in-Reply would be presented to His Honour the Administrator at 11.15 a.m.
on Thursday 14 February 1991, and invited Honourable Members to accompany him to Government House at that time.
8. ADJOURNMENT:
The Attorney-General (Mr Manzie) moved - That the Assembly do now adjourn.
