The Speaker read the following further message from His Honour the Administrator:

I, KEITH JOHN AUSTIN ASCHE, the Administrator of the Northern Territory of Australia, in pursuance of
section 11 of the Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the
Legislative Assembly a Bill for an Act to appropriate certain sums out of the Consolidated Fund for the service
of the year ending 30 June 1994.

8. ADMINISTRATIVE ARRANGEMENTS - MINISTRY - STATEMENT:
The Chief Minister (Mr Perron) informed the Assembly that His Honour the Administrator had appointed the Honourable
Eric Houguet Poole as Minister responsible for the Liquor Commission with effect from 30 June 1993.

The Chief Minister (Mr Perron) laid on the Table the following Reports of the Remuneration Tribunal -

12. INCIDENT BETWEEN MINISTER FOR TRANSPORT AND WORKS AND A.B.C. JOURNALIST - STATEMENT - STATEMENT NOTED:
The Chief Minister (Mr Perron) made a Statement relating to an incident between the Minister for Transport and Works
(Mr Ortmann) and an A.B.C. journalist, Mr Jeremy Thompson on Thursday 12 August 1993.
Suspension of Standing Orders: The Leader of Government Business (Mr Setter) moved - That so much of Standing Orders
be suspended as would prevent the Chief Minister (Mr Perron) from making a statement.

13. REPORT OF AN INQUIRY INTO DISTRIBUTION OF INDUSTRY ASSISTANCE FUND MONEY - PAPER TABLED - PAPER NOTED:
The Treasurer (Mr Coulter) laid on the Table the Report of an Inquiry into the Distribution of Industry Assistance Fund Money to Darwin Turf Club and Alice Springs Turf Club.
Mr Coulter made a statement relating thereto.
Mr Coulter moved - That the Assembly take note of the Paper.

14. MATTER OF PUBLIC IMPORTANCE - LEGISLATION FOR DISCLOSURE OF DONATIONS TO POLITICAL PARTIES:
The Speaker informed the Assembly that the Leader of the Opposition (Mr Ede) had proposed that the following definite
matter of public importance be submitted to the Assembly for discussion this day:

"that this Assembly believes that following the recent proving of charges against a Country Liberal Party
official for breaches of the Commonwealth Electoral Act there is a need for the introduction of effective
legislation to compel full disclosure of donations to Political Parties."

And the proposed discussion having received the necessary support: The Speaker called on Mr Ede to address the
Assembly.

15. PERSONAL EXPLANATION:
The Leader of the Opposition (Mr Ede), by leave, pursuant to Standing Order 57, made a personal explanation relating to
comments made by the Chief Minister (Mr Perron) during debate on the Matter of Public Importance.
