1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. PETITIONS:
Mrs Padgham-Purich presented a petition from 258 citizens of the Northern Territory requesting assistance in implementing a self-help
Neighbourhood Watch Scheme in the Shire of Litchfield.
Petition read.
Mr Vale presented a petition from 140 citizens of the Northern Territory expressing support for a land rezoning proposal submitted to the
Town Planning Authority by Denis Hornsby of Alice Springs.
Petition read.
Mr Stone presented a petition from 3844 citizens of the Northern Territory requesting that a complete, open and independent review of
the decision to close certain Northern Territory schools be conducted prior to the decision
being implemented.

5. IMPLEMENTATION OF MULHOLLAND ADVICE RECOMMENDATIONS - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Chief Minister (Mr Perron) made a statement relating to the implementation of recommendations resulting from the Advice of Mr Mulholland, QC,
on certain investigations made by the Northern Territory Police.
Mr Perron moved - That the Assembly take note of the Statement.

6. NOTICE:
The following notice was given, by leave:

7. TRADE DEVELOPMENT ZONE, FUTURE DIRECTIONS - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Industries and Development (Mr Hatton) made a statement relating to the reorganization and future
directions of the Department of Industries and Development and Trade Development Zone Authority.
Mr Hatton moved - That the Assembly take note of the Statement.

8. MATTER OF PUBLIC IMPORTANCE - HEALTH AND COMMUNITY SERVICES:
The Speaker informed the Assembly that the Member for Barkly Mrs Hickey) had proposed that the following definite matter of public importance
be submitted to the Assembly for discussion this day:

"the detrimental impact of the Northern Territory Government's economic mismanagement on Territory health and community services."

And the proposed discussion having received the necessary support -
The Speaker called on Mrs Hickey to address the Assembly.

9. LOCAL GOVERNMENT AMENDMENT BILL (No.2) 1991 (Serial 74):
The Minister for Sport, Recreation, Ethnic Affairs and Local Government Mr Vale), pursuant to notice, presented
a Bill for an Act to amend the Local Government Act.

Mr Vale moved - That the Bill be now read a second time.
On the motion of the Leader of the Opposition (Mr Ede) debate was adjourned.

10. ADOPTION OF CHILDREN AMENDMENT BILL 1991 (Serial 75):
The Minister for Health and Community Services (Mr Manzie), pursuant to notice, presented a Bill for an Act to
amend the Adoption of Children Act.

Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

11. DENTAL AMENDMENT BILL 1991 (Serial 76); and DENTAL (CONSEQUENTIAL AMENDMENTS) BILL 1991 (Serial 77):
Suspension of Standing Orders - Take two Bills together: The Minister for Health and Community Services (Mr Manzie) moved -
That so much of Standing Orders be suspended as would prevent two Bills, the Dental Amendment Bill 1991 (Serial 76) and the Dental
(Consequential Amendments) Bill 1991 (Serial 77) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the
second readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.

Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Manzie, pursuant to notice, presented a Bill for an Act to amend the Dental Act; and a Bill for an Act to amend certain Acts
consequential on the making of the Dental Amendment Act 1991.

12. LAND AND BUSINESS AGENTS AMENDMENT BILL 1991 (Serial 78):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Land and Business Agents Act and to make
consequential amendments to the Legal Practitioners Act.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.

13. DE FACTO RELATIONSHIPS (MISCELLANEOUS AMENDMENTS) BILL 1991 (Serial 79); and ADMINISTRATION AND PROBATE AMENDMENT
(DE FACTO RELATIONSHIPS) BILL 1991 (Serial 80):
Suspension of Standing Orders - Take two Bills together: The Attorney-General (Mr Manzie) moved - That so much of Standing Orders be suspended as
would prevent two Bills, the De Facto Relationships Miscellaneous Amendments) Bill 1991 (Serial 79) and the Administration and Probate Amendment
(De Facto Relationships) Bill 1991 (Serial 80) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second
readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.

The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to increase the rental payable on pastoral leases
and certain other leases in respect of the financial year 1991/1992, and for related purposes.

Mr Ortmann moved - That the Bill be now read a second time.

16. REGISTRATION AMENDMENT BILL 1991 (Serial 57); and REGISTRATION (CONSEQUENTIAL AMENDMENTS) BILL 1991 (Serial 58):

On the motion of the Attorney-General (Mr Manzie) the following amendment was agreed to -

Add at the end the following:

"(2) Where a Justice of the Peace has once taken an oath or made an affirmation, it is not necessary
for him or her to take an oath or make an affirmation for the purpose of a subsequent appointment.".

Clause 7, as amended, agreed to.
Clauses 8 to 10, by leave, taken together and agreed to.

On the motion of Mr Manzie the following amendment was agreed to -

Insert in clause 11(2) before "this or any other Act" the words "the common law or".

On the motion of Mr Manzie the following amendments, by leave, were taken together and agreed to -

Subclause (1) omit "under section 10(1) of the Justices Act" and insert in its stead the following:

" - (a) under section 10(1) of the Justices Act;
or
(b) under section 10(3) of that Act that, is continued in force under section 6 of the Transfer of
Powers (Further Provisions) Act,"; and

Add at the end the following:

"(4) Where a Justice of the Peace has taken an oath or made an affirmation of office required under a
provision repealed by this Act, it is not necessary for him or her to take an oath or make an affirmation
for the purpose of section 7 of this Act.".

Clause 14, as amended, agreed to.
