1. MEETING:
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated 14 February 1991.
The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. PETITIONS:
Mr Coulter presented a petition from 596 citizens of the Northern Territory requesting the provision of a bus service on Sundays.
Petition read.
Mr Finch presented a petition from 714 citizens of the Northern Territory requesting the cessation of construction of the Airport
access road until a public review is undertaken of all alternative options.
Petition read.
Mr Ortmann presented a petition from 97 citizens of the Northern Territory relating to the re-introduction of capital punishment.
Petition read.

4. COMMONWEALTH DAY MESSAGE:
The Speaker laid on the Table a copy of Her Majesty the Queen's Commonwealth Day Message for 1991 and with the concurrence of
Honourable Members the Message was incorporated in Hansard.

5. MESSAGE FROM HER MAJESTY THE QUEEN - ADDRESS-IN-REPLY - PAPER TABLED:
The Speaker informed the Assembly that he had received the following letter from Mr Robin Janvrin, Press Secretary to Her Majesty the Queen,
which he laid on the Table -

"Dear Mr Dondas,

I am commanded by the Queen to ask you to convey her sincere thanks to the Members of the Legislative Assembly of the
Northern Territory for their kind message of loyalty.

Her Majesty received this message with much pleasure and sends her best wishes to all concerned.

6. LEADER OF GOVERNMENT BUSINESS, APPOINTMENT - STATEMENT:
The Chief Minister (Mr Perron) made a statement relating to the appointment of the Member for Jingili (Mr Setter) as Leader of Government Business.

7. LEADER OF GOVERNMENT BUSINESS - MOTION:
The Chief Minister (Mr Perron), by leave, moved - That, unless otherwise ordered, during the present Session of the Assembly -

(1) for the purposes of Standing Orders 42, 43, 89, 93, 94, 95, 108, 183 and 227, "A Minister" shall be taken to include the Member nominated
to the Assembly by the Chief Minister to be the Leader of Government Business; and

(2) the Member so nominated as Leader of Government Business may make a statement relating to the conduct of business of the Assembly
at any time when there is no question before the Assembly: provided that, when such a statement is made, a Member may move, without notice, "That the Assembly take note of the Statement.".

10. MULTI-NATIONAL FORCE IN THE GULF - PAPER TABLED:
The Speaker advised that he had received a letter, dated 19 March 1991 from the Hon. Ross Free, MP, Parliamentary Secretary to the Prime Minister,
thanking the Assembly for its resolution supporting Australia's involvement with multinational forces in the Gulf, which he laid on the Table.

11. MULHOLLAND INQUIRY INTO NORTHERN TERRITORY INVESTIGATIONS, ADVICE - STATEMENT - PUBLICATION:
The Speaker advised Honourable Members that he had received an Advice from Mr Robert Mulholland QC and Ms Roslyn Atkinson concerning their
inquiry into Northern Territory investigations.

The Chief Minister (Mr Perron), by leave, thereupon moved - That -

(1) notwithstanding the provisions of the resolution of 4 October 1990 relating to the Advice of Mr Robert Mulholland, QC, the Speaker
lay the copy of the Advice which he has received from the Secretary of the Department of Law on the Table forthwith;

(2) this Assembly -

(a) authorizes the publication of the Advice to all Members of the Assembly; and

(b) orders that, unless otherwise ordered, the Advice shall not be published to any other person:
provided that the Secretary, Department of Law, in his role as solicitor in this matter may
publish the Advice as necessary; and

(3) the Speaker, on receipt of advice from the Solicitor-General, shall, if possible, table a further copy of the Advice from which matter which
may unduly affect privacy or which may impact on the fair trial of any person has been deleted.

The Speaker extended a warm welcome to Mrs Lawrie.
