1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas,
took the Chair.

3. MESSAGE FROM THE ADMINISTRATOR:
The Speaker read the following message from His Honour the Administrator:

Message No. 1

I, JAMES HENRY MUIRHEAD, the Administrator of the Northern Territory of Australia, in pursuance of section
11 of the Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the
Legislative Assembly a Bill for an Act for the imposition and collection of a tax in respect of certain debits made to
accounts kept with financial institutions and for other purposes.

4. PETITION:
Mr McCarthy presented a petition from 314 citizens of the Northern Territory requesting the Assembly to close
the Roper River to commercial fishing to preserve and promote the fish stocks.
Petition read.

The following notice was given:

The Treasurer (Mr Coulter), pursuant to notice, presented a Bill for an Act for the imposition and collection of a
tax in respect of certain debits made to accounts kept with financial institutions and for other purposes.

The Minister for Industries and Development (Mr Hatton), pursuant to notice, presented a Bill for an Act to amend
the Liquor Act.

On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

9. LIQUOR AMENDMENT BILL (No. 4) 1990 (Serial 10):
The Minister for Industries and Development (Mr Hatton), pursuant to notice, presented a Bill for an Act to amend
the Liquor Act.

Mr Hatton moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

10. UNIT TITLES AMENDMENT BILL 1990 (Serial 1):
The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the Unit Titles Act.

Mr Ortmann moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

11. SUSPENSION OF STANDING ORDERS - TAKE TWO BILLS TOGETHER:
The Minister for Lands and Housing (Mr Ortmann) moved - That so much of the Standing Orders be suspended as
would prevent two Bills, the Motor Accidents (Compensation) Amendment Bill 1990 (Serial 4) and the Territory
Insurance Office Amendment Bill 1990 (Serial 5) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second
readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.

12. MOTOR ACCIDENTS (COMPENSATION) AMENDMENT BILL 1990 (Serial 4); and TERRITORY INSURANCE
OFFICE AMENDMENT BILL 1990 (Serial 5):
The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the
Motor Accidents (Compensation) Act and a Bill for an Act to amend the Territory Insurance Office Act.

The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the
Work Health Act and to repeal certain other Acts.

15. SUSPENSION OF STANDING ORDERS - TAKE TWO BILLS TOGETHER:
The Minister for Sport, Recreation, Ethnic Affairs and Local Government (Mr Vale) moved - That so much of
Standing Orders be suspended as would prevent two Bills, the Dog Act Repeal Bill 1990 (Serial 7) and the Law
Reform (Miscellaneous Provisions) Amendment Bill 1990 (Serial 8) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second
readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.

16. DOG ACT REPEAL BILL 1990 (Serial 7); and LAW REFORM (MISCELLANEOUS PROVISIONS) AMENDMENT
BILL 1990 (Serial 8):
The Minister for Sport, Recreation, Ethnic Affairs and Local Government (Mr Vale), pursuant to notice, presented a
Bill for an Act to repeal the Dog Act, and for other purposes; and a Bill for an Act to amend the Law Reform (Miscellaneous Provisions) Act.
Bills read a first time.
Mr Vale moved - That the Bills be now read a second time.

17. JURIES AMENDMENT BILL 1990 (Serial 12):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Juries Act and the Regulations.

amend the Food Act and the Weights and Measures (Date-marking of Pre-Packaged Foods) Regulations

Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.

The Attorney-General (Mr Manzie) moved - That so much of the Standing Orders be suspended as would prevent the Corporations (Northern Territory) Bill 1990 (Serial 15);
the Business Names Amendment Bill 1990 (Serial 16); the Associations Incorporation Amendment Bill 1990 (Serial 17); and the Corporations (Consequential Amendments)
Bill 1990 (Serial18) passing through all stages at these sittings.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

The Leader of Government Business (Mr Coulter) laid on the Table the Remuneration Tribunal Report and Determination No. 1 of 1990 and made a statement relating thereto.
