1. MEETING:
The Assembly met at 10.25 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.
2. PRAYERS.
3. STATEMENT BY SPEAKER:
The Speaker advised Members that the Hansard Reporting System had been affected by lightning during the storm last night
and alternate recording arrangements will necessitate Members speaking at the microphones placed on the Table.

Questions were asked of Ministers.
5. SUBORDINATE LEGISLATION AND TABLED PAPERS COMMITTEE - TENTH REPORT:
The Chairman of the Subordinate Legislation and Tabled Papers Committee (Mr Setter) laid on the Table the Tenth Report of the Subordinate Legislation and Tabled Papers Committee.
6. SUBORDINATE LEGISLATION AND TABLED PAPERS COMMITTEE - FIRST ANNUAL REPORT:
The Chairman of the Subordinate Legislation and Tabled Papers Committee (Mr Setter) laid on the Table the First Annual Report
of the Subordinate Legislation and Tabled Papers Committee.
7. PROPOSED APPOINTMENT OF MINISTER FOR ABORIGINALDEVELOPMENT- MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Chief Minister (Mr Perron) made a statement regarding the appointment of a Minister for Aboriginal Development in the next
Northern Territory Cabinet.
Mr Perron moved - That the Assembly take note of the Statement.

9. APPRECIATION OF SERVICE - PETER PETRIDES:
The Chief Minister (Mr Perron), by leave, moved - That, on the occasion of the retirement from the Department of the Legislative Assembly of the Northern Territory of Mr Peter Zacharias Petrides, this Assembly places on record its appreciation of the long and meritorious public service rendered by him to the Northern Territory Government, the Commonwealth and this Parliament
and conveys to him and his family good wishes for many happy years of retirement.
Debate ensued.

10. EXAMINATION OF WITNESSES BEFORE PARLIAMENTARY COMMITTEES - REFERRAL TO STANDING ORDERS COMMITTEE:
The Chief Minister (Mr Perron), by leave, moved - That the following matter be referred to the Standing Orders Committee for inquiry and report:
The most appropriate rules and procedures for the conduct of the examination of witnesses before Committees of the Legislative Assembly.

11. SMALL BUSINESS IN THE NORTHERN TERRITORY, REPORT - PAPER TABLED - MOTION TO NOTE PAPER:
The Minister for Industries and Development (Mr Hatton) laid on the Table the Report on Small Business in the Northern Territory.
Mr Hatton made a statement relating thereto.
Mr Hatton moved - That the Assembly take note of the Paper.
On the motion of the Member for Millner (Mr Parish) debate was adjourned.
12. PUBLIC SECTOR EMPLOYMENT AND MANAGEMENT BILL 1992 (Serial 193); and PUBLIC SECTOR EMPLOYMENT AND MANAGEMENT (TRANSITION AND SAVINGS) BILL 1992 (Serial 198):
Suspension of Standing Orders: The Minister for Public Employment (Mr Stone) moved -
That so much of Standing Orders be suspended as would prevent two Bills namely the
Public Sector Employment and Management Bill 1992 (Serial 193) and Public Sector Employment
and Management (Transition and Savings) Bill 1992 (Serial 198) -
(a) being presented and read a first time together and one motion being put in
regard to, respectively, the second readings, the Committee's report stage,
and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.
Question - put and passed - there being an absolute majority of the whole number of
Members present and no dissentient voice.
Mr Stone, pursuant to notice, presented a Bill for the regulation of the Public Service of
the Northern Territory and the human resource administration and management of
other agencies established for government or public purposes, and for related
purposes; and a Bill to make provision for the continuation of departments and other
units of the Public Service and of certain offices and appointments to offices in those
departments and units, and in certain statutory authorities, on the commencement of
the Public Sector Employment and Management Act 1992; for the preservation and
continuation of rights and obligations of persons who become employees in the
Public Sector under that Act; for the continuation of matters in process on the
commencement of that Act; and for related purposes.
Bills read a first time.
Mr Stone moved - That the Bills be now read a second time.
On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
13. ADJOURNMENT:
The Chief Minister (Mr Perron) moved - That the Assembly do now adjourn.
