1. The Assembly met at 10.00 a.m., pursuant to adjournment.
The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. QUESTIONS:
Questions were asked of Ministers.
Paper tabled: The Attorney-General (Mr Manzie) laid on the Table the following Paper -

Letter, Neil Bell, MLA, Member for Macdonnell to Hon S. Stone, MLA, Attorney-General, dated 15 January 1993.

Further questions were asked of Members.
Member named and suspended: And the Deputy Leader of the Opposition (Mr Bailey) interjecting in a manner which
reflected on the Chair -
The Speaker named the Deputy Leader of the Opposition Mr Bailey) for his offensive comments which reflected upon
the Chair and which were highly disorderly.
The Leader of Government Business (Mr Setter) moved - That the Deputy Leader of the Opposition (Mr Bailey) be suspended
from the service of the Assembly.

The Deputy Leader of the Opposition (Mr Bailey) was, therefore, suspended at 11.03 a.m. for 24 hours, pursuant to
Standing Order 241 and he accordingly withdrew from the Chamber.
The Minister for Education and Training (Mr Finch) continued to answer a question.
Paper tabled: Mr Finch laid on the Table the following Paper -

and Current Affairs, ABC Television, undated.

Supplementary answer: The Minister for Conservation (Mr Coulter) gave an answer to a question asked by the
Member for Nelson (Mrs Padgham-Purich) during Question Time on Wednesday 24 November 1993.

4. INALIENABLE FREEHOLD TITLE - MINISTERIAL STATEMENT - STATEMENT NOTED: The Attorney-General (Mr Manzie) proceeded
to make a statement relating to the application of Northern Territory laws on inalienable freehold title.
Point of order: The Leader of the Opposition (Mr Ede) raised as a point of order that the Statement being made by
the Attorney-General (Mr Manzie) differed from the copy of the Statement previously circulated and that this
contravened Standing Order 258.
Ruling of Speaker: The Deputy Speaker upheld the point of order.
Ordered - That Mr Manzie have leave to make the Statement.
Mr Manzie moved - That the Assembly take note of the Statement.
Debate ensued.

5. POWER AND WATER AUTHORITY AMENDMENT BILL 1993 (Serial 287):
The Minister for Transport and Works (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Power
and Water Authority Act and the Electricity Act.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.

6. EVIDENCE AMENDMENT BILL 1993 (Serial 288):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Evidence Act.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

7. NORTHERN TERRITORY EMPLOYMENT AND TRAINING AUTHORITY AMENDMENT BILL 1993 (Serial 286):
The Minister for Education and Training (Mr Finch), pursuant to notice, presented a Bill for an Act to amend the Northern
Territory Employment and Training Authority Act.
Bill read a first time.
Mr Finch moved - That the Bill be now read a second time.
On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

8. OATHS AMENDMENT BILL 1993 (Serial 274):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -
Debate resumed.
Question - put and passed.
Bill read a second time.
The Assembly, according to Order, resolved itself into Committee of the Whole for the consideration of the Bill.

Bill, by leave, taken as a whole.
On the motion of the Attorney-General (Mr Manzie) the following new clause was inserted in the Bill -

Insert after clause 1 the following:

"1A. COMMENCEMENT

"This Act shall come into operation on a date to be fixed by the Administrator by notice in the Gazette.".

Bill, as amended, agreed to.
Bill to be reported with an amendment.

The Speaker (Mr Dondas) resumed the Chair; the Chairman (Mr McCarthy) reported accordingly; and the report was
adopted.
On the motion of the Attorney-General (Mr Manzie) the Bill was read a third time and passed to be a proposed law.

9. ADJOURNMENT:
The Leader of Government Business (Mr Setter) moved - That the Assembly do now adjourn.
Debate ensued.
Paper tabled: The Minister for Industries and Development (Mr Stone) laid on the Table the following Paper -

Programme, Debbie Templeton presents The Tropical Connection, A Fashion Parade of individually created garments.

Debate continued.
Question - put and passed.
The Assembly adjourned at 7.28 p.m. until Tuesday 30 November 1993 at 10.00 a.m.
