1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment.
The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. NOTICES:
The following notices were given:
Mr Bell: To move - That this Assembly supports the establishment of a Marine
Resources Management Authority to manage, in an ecologically sustainable fashion, the
development and conservation of our marine resources, including the issue of access to
our marine resources by local communities and commercial and recreational anglers.

Mrs Hickey: To move - That this Assembly expresses its concern about the lack of
adequate resources for services specifically targeted to women.

Mr Collins: To present the Freedom of Information Bill 1993 (Serial 268).

Mr Bell: To move - That this Assembly believes that there is an urgent need for
Freedom of Information Legislation in the Territory.

Mr Bell: To move - That - Whereas a significant number of beef producers have
suffered significant economic loss as a result of the operation of the Brucellosis
and Tuberculosis Eradication Campaign BTEC") the following matters be referred to
the Public Accounts Committee for investigation and report:

1. the agreements between the Northern Territory Government and NT
beef producers;

2. the operations and activities of Northern Territory Government
officials pursuant to those agreements;

3. Commonwealth and Northern Territory Government relations as they
have affected the implementation of Brucellosis and Tuberculosis Eradication
Campaign in the NT; and

4. whether or not the moneys paid under those agreements and the
operations and activities so mentioned were fair and reasonable.

4. LEAVE OF ABSENCE:
The Leader of Government Business (Mr Setter) moved - That leave of absence be granted to the Member for Brennan
(Mr Ortmann) for today on account of Government business in Borroloola.
Question - put and passed.

5. FILMING AND BROADCASTING - BUDGET SPEECH:
The Speaker advised Members that pursuant to Sessional Order he had given approval to ABC Television and Channel 8 to
film the Budget Speech and for 8TOP-FM to broadcast the Budget Speech direct.

6. QUESTIONS:

7. APPROPRIATION BILL 1993-94 (Serial 266) - BUDGET SPEECH:
The Treasurer (Mr Coulter) presented a Bill for an Act to appropriate certain sums out of the Consolidated Fund for
the service of the year ending 30 June 1994, the subject of His Honour the Administrator's Message No. 12.
Bill read a first time.
Mr Coulter moved - That the Bill be now read a second time.

8. ABORIGINAL EDUCATION - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Education (Mr Finch) made a statement relating to Aboriginal Education in the Northern Territory.
Paper tabled: Mr Finch laid on the Table the following Paper -

Aboriginal Education News, Issue No. 2, Aboriginal Education Policy Support Unit.

Mr Finch moved - That the Assembly take note of the Statement.
Debate ensued.

9. POLICE ADMINISTRATION AMENDMENT BILL (No. 2) 1993 (Serial 226):
The Chief Minister (Mr Perron), pursuant to notice, presented a Bill for an Act to amend the Police
Administration Act.
Bill read a first time.
Mr Perron moved - That the Bill be now read a second time.
On the motion of the Deputy Leader of the Opposition (Mr Bailey) debate was adjourned.

10. TRAFFIC AMENDMENT BILL 1993 (Serial 229):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -
Debate resumed.
Question - put and passed.
Bill read a second time.
The Assembly, according to Order, resolved itself into Committee of the Whole for the consideration of the Bill.

Clause 2 read.
On the motion of the Minister for Transport and Works (Mr Manzie) the following amendment was agreed to, after
debate -

Insert after proposed subsection (2)(b) the following:

"(c) after the Minister is satisfied that the organisers of the event have arranged a level
of insurance that is adequate, in the Minister's opinion, to meet any liability
that may arise out of the holding of the event.".

The Member for Nhulunbuy (Mr Stirling), by leave, withdrew circulated scheduled amendment No. 127.1 standing in his
name.
Mr Stirling moved the following amendment -

Omit proposed subsection (3) and insert in its stead the following:

"(3) A declaration under subsection (1) shall be notified in the Gazette and published in a newspaper
circulating in the area in which the event is to be held not less than 7 days prior to the date of the
event.".

Amendment negatived, after debate.
On the motion of Mr Stirling the following further amendment was agreed to, after debate -

Insert after "may" in proposed subsection (5) "vary,".

Mr Stirling moved the following further amendment -

Add at the end of proposed subsection (13) the following:

"Penalty: $10,000 or imprisonment for six months.".

Amendment negatived, after debate.
On the motion of Mr Manzie the following further amendment was agreed to, after debate -

Insert at the end the following:

"(16) No action or proceeding shall lie against the Minister or the Minister responsible for the
administration of the Territory Insurance Office Act in respect of anything done or omitted to be done by
him or her in good faith and purporting to be for the purposes of this section.".

Mr Stirling moved the following further amendment -

Insert after proposed subsection (15), the following:

"(16) The Regulations may prescribe conditions to apply to and in relation to an event held under
this section.".

Amendment negatived.
Clause 2, as amended, agreed to.
Title agreed to.
Bill to be reported with amendments.

11. PROSTITUTION REGULATION AMENDMENT BILL 1993 (Serial 248):

Leave granted for a motion for the third reading of the Bill to be moved forthwith.
On the motion of the Attorney-General (Mr Manzie) the Bill was read a third time and passed to be a proposed law.
