The Leader of Government Business (Mr Setter) advised of a change in Administrative Arrangements: the responsibility
for the Liquor Commission had been transferred from the Minister for Industries and Development (Mr Hatton) to the
Chief Minister (Mr Perron).

Add at the end the following:
"(2) The decrease in the amount of certain
licence fees payable effected by regulation 2 of
Regulations 1992, No.4 (Gazette S12 of 28 February
1992) shall, in respect of the licence period
commencing 1 April 1992, be calculated on the cost
into store of liquor containing 3% or less of ethyl
alcohol by volume brought into store during March
1992.".
Clause 6, as amended, agreed to.

The Member for Millner (Mr Parish) moved the following amendment -
Omit clause 17 and insert in its stead the following:
"17. MINISTERIAL CONTROL
"Where the Minister is satisfied that the
moneys of the Corporation under section 20 are in
excess of the amount reasonably required by the
Corporation for the purposes of section 21, the
Minister may, in writing, direct that the whole or
part of that excess be paid by the Corporation to
the Consolidated Fund.".
Debate ensued.

Mr Parish moved the following amendment -
Add at the end the following:
"(5) The Minister shall cause a copy of the
corporate plan to be tabled in the Legislative
Assembly within 3 sitting days of the Assembly after
it was received by the Minister.".

Clauses 19 to 25, by leave, taken together and agreed to.

On the motion of the Minister for Industries and Development (Mr Hatton) the following amendment was agreed
to, after debate -
Omit subclause (1) and insert in its stead the following:
"(1) In this section and section 31 "auditor" means -
(a) a registered company auditor within the meaning of the
Corporations Law (including a firm of auditors one of
the partners of which is so registered) appointed by the
Corporation; or
(b) if the Minister so directs under section 17(1), the
Auditor-General.".
On the motion of Mr Hatton the following further amendment was agreed to -
Add at the end the following:
"(8) Where the Auditor-General is the auditor for
the purposes of this Act, the Auditor-General shall
not report on the affairs of the Corporation except as
provided by or under this Act.".
On the motion of Mr Parish the following further amendment was agreed to -
Add at the end the following:
"(9) In addition to the powers expressly given
under this Act to the auditor, the auditor has such
powers in relation to the audit of the accounts and
records referred to in subsection (4) as a registered
company auditor has in relation to a corporation under
the Corporations Law and that Law, with the necessary
changes, shall apply to the extent necessary to
enforce those powers.".

On the motion of Mr Parish the following amendment was agreed to, after debate -
Omit from subclause (1) "subsection (2)" and
insert in its stead "subsection (2) and section
26(9)".

required" and insert in its stead "reporting
obligations imposed and standards required".

Suspension of Standing Orders: The Minister for Lands and Housing (Mr Ortmann) moved - That so much of Standing Orders
be suspended as would prevent the Work Health Amendment Act (No.2) 1991 Amendment Bill 1992 (Serial 128) passing through
all stages at these sittings.

moneys of the Corporation under section 20 are in
excess of the amount reasonably required by the
Corporation for the purposes of section 21, the
Minister may, in writing, direct that the whole or
part of that excess be paid by the Corporation to
the Consolidated Fund.".

On the motion of the Minister for Industries and Development (Mr Hatton) the following amendment was agreed
to, after debate -
Omit subclause (1) and insert in its stead the following:
"(1) In this section and section 31 "auditor" means -
(a) a registered company auditor within the meaning of the
Corporations Law (including a firm of auditors one of
the partners of which is so registered) appointed by the
Corporation; or
(b) if the Minister so directs under section 17(1), the
Auditor-General.".
On the motion of Mr Hatton the following further amendment was agreed to -
Add at the end the following:
"(8) Where the Auditor-General is the auditor for
the purposes of this Act, the Auditor-General shall
not report on the affairs of the Corporation except as
provided by or under this Act.".
On the motion of Mr Parish the following further amendment was agreed to -
Add at the end the following:
"(9) In addition to the powers expressly given
under this Act to the auditor, the auditor has such
powers in relation to the audit of the accounts and
records referred to in subsection (4) as a registered
company auditor has in relation to a corporation under
the Corporations Law and that Law, with the necessary
changes, shall apply to the extent necessary to
enforce those powers.".

Village Management Amendment Bill 1991 (Serial 108) with an amendment; and the report was adopted.

Suspension of Standing Orders: The Minister for Lands and Housing (Mr Ortmann) moved - That so much of Standing Orders
be suspended as would prevent the Work Health Amendment Act (No.2) 1991 Amendment Bill 1992 (Serial 128) passing through
all stages at these sittings.

dissentient voice.
