The Assembly met at 10.00 a.m., pursuant to adjournment.
The Speaker, the Honourable N.M. Dondas, took the Chair.

4. SOUTH SULAWESI TRADE ZONE PARTNERSHIP - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Industries and Development (Mr Hatton) made a statement relating to the Trade Zone Partnership agreement
between Darwin's Trade Development Zone and the Makassar Industrial Estate in Ujung Pandang, South Sulawesi.
Mr Hatton moved - That the Assembly take note of the Statement.
Debate ensued.

5. PROGRESS REPORT No. 3 BY WORKING PARTY ON PUBLIC ACCOUNTS COMMITTEE REPORTS - PAPER TABLED - MOTION TO NOTE PAPER:
The Treasurer (Mr Coulter) laid on the Table Progress Report No.3, by the Working Party considering the Public Accounts
Committee's Report No.12 dated May 1991.
Mr Coulter moved - That the Assembly take note of the Paper.
On the motion of the Deputy Leader of the Opposition (Mr Bailey) debate was adjourned.
6. PUBLIC SECTOR EMPLOYMENT (INTERIM ARRANGEMENTS) BILL 1992 (Serial 132):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -

8. CRIMES (FORFEITURE OF PROCEEDS) AMENDMENT BILL 1992 (Serial 127):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -

On the motion of the Attorney-General (Mr Manzie) the Bill was read a third time and passed to be a proposed law.
9. FINANCIAL ADMINISTRATION AND AUDIT AMENDMENT BILL 1992 (Serial 135):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -
Debate resumed.
The Leader of the Opposition (Mr Ede) moved the following amendment -
Omit all words after "That" and insert in their stead:
"the Bill be withdrawn and redrafted to provide solely for the removal of mandatory retirement age for the
Northern Territory Auditor-General, but not for the extension of the powers of investment for the Northern
Territory Treasurer".
The Treasurer (Mr Coulter) moved - That the question be now put - put and passed.
Question - That the amendment be agreed to - put and negatived.
Debate continued.
Question - put and passed.

The Assembly, according to Order, resolved itself into Committee of the Whole for the consideration of the Bill.

On the motion of the Treasurer (Mr Coulter) the following new clause was added to the Bill, after debate:
"7. DEFINITION OF 'BODY'
"Section 69(1) of the Principal Act is amended -
(a) by omitting '; and' from paragraph (b) of the definition of 'body' and substituting ';';

(b) by inserting, after paragraph (b) of the definition of 'body', the following:
'(ba) in relation to a trust, joint venture, unincorporated company or partnership of
which the Territory or its nominee is a trustee, joint venturer, member or partner;
and';
(c) by inserting in paragraph (c) of the definition of 'body', after 'trust,', the
words 'joint venturers in a joint venture, members of an unincorporated company,
partners of a partnership'; and
(d) by omitting the definition of 'accounts of a body' and substituting the following:
"'accounts of a body' means, in the case of a trust, joint venture, unincorporated company or partnership, the accounts and records of the trustee or trustees, joint venturers, members or partners, as the case may be, relating to their respective body.".
Bill, as amended, agreed to.
Bill to be reported with an amendment.

The Speaker (Mr Dondas) resumed the Chair; the Chairman (Mr Poole) reported accordingly; and the report was adopted.
On the motion of Mr Coulter the Bill was read a third time and passed to be a proposed law.
