1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

Mr Poole presented a petition from 49 citizens of the Northern Territory objecting to proposed cuts in education funding.

10. MATTER OF PUBLIC IMPORTANCE - TRADE LINK WITH ASIA:
The Speaker informed the Assembly that the Leader of the Opposition (Mr Ede) had proposed that the following definite matter of public importance be
submitted to the Assembly for discussion this day:
'this Government's failure to research, promote and work toward the completion of a trade link with Asia comprising a
standard gauge railway from Alice Springs to Darwin and modern port facilities in or near Darwin.'
And the proposed discussion having received the necessary support -
The Speaker called on Mr Ede to address the Assembly.
Discussion ensued.

Suspension of Standing Orders - Take two Bills together:
The Treasurer (Mr Coulter) moved - That so much of Standing Orders be suspended as would prevent two Bills, the Taxation (Administration) Amendment Bill (No 2) 1991 (Serial 96) and the Stamp Duty Amendment Bill (No 2) 1991 (Serial 97) -
(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings,
the Committee's report stage, and the third readings of the Bills together; and
(b) the consideration of the Bills separately in the Committee of the Whole.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the Territory Insurance Office Act.

Mr Ortmann moved - That the Bill be now read a second time.

18. TRUSTEE AMENDMENT BILL 1991 (Serial 84):
The Assembly, according to order, resolved itself into Committee of the Whole for the further consideration of the Bill.

The Member for Macdonnell (Mr Bell) moved the following amendment to clause 4 -
Omit proposed paragraph (pa) and insert in its stead the following:
"(pa) in debentures, securities or promissory or other notes issued -
(i) by the AustralianTelecommunications Corporation, or by any corporation declared
by the Minister by notice in the Gazette to be a successor to that body; and
(ii) on such terms and conditions, if any, as the Minister specifies by notice in the
Gazette,
but so that trust funds shall not be invested by virtue of this paragraph after 31 December 1992.".
Amendment agreed to, after debate.
Bill, as amended, agreed to.
Bill to be reported with an amendment.

to hold the Office of Ombudsman for the Northern Territory with effect from 28 October 1991 for a period of five years.
