1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. PETITIONS:
Mr Bailey presented a petition from 563 citizens of the Northern Territory requesting the Assembly ensure that recycling facilities be provided.

Mr Bell presented a petition from 675 citizens objecting to a rezoning application by Denis Hornsby for Petrick Road, Alice Springs.

Mr Cartwright presented a petition from 98 citizens of the Northern Territory requesting the Assembly retain the
Mataranka and Victoria River Downs health clinics.

Mr Ede presented a petition from 1999 citizens of the Northern Territory requesting a recycling facility in Alice Springs.

Mr Finch presented a petition from 26 citizens of the Northern Territory requesting the Assembly to recognise the detriment to
the quality of education that proposed cuts to educational services will have.
Mrs Hickey presented a petition from 43 citizens of the Northern Territory requesting the Assembly to prevent the closure of Karguru Primary School.

Mrs Hickey presented a further petition from 14 citizens of the Northern Territory in similar terms to the petition presented by Mr Finch this day.
Mr Lanhupuy presented a petition from 13 citizens of the Northern Territory in similar terms to the petition presented by Mr Finch this day.
Mr Bell presented a petition from 23 citizens of the Northern Territory in similar terms to that presented by Mr Finch this day.

5. ROYAL COMMISSION INTO ABORIGINAL DEATHS IN CUSTODY NATIONAL REPORT - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Chief Minister (Mr Perron) made a statement relating to the National Report of the Royal Commission into Aboriginal Deaths in Custody.
Mr Perron moved - That the Assembly take note of the Statement.
Debate ensued.
On the motion of the Leader of Government Business (Mr Setter) debate was adjourned.

6. SUSPENSION OF STANDING ORDERS - COGNATE DEBATE:
The Chief Minister (Mr Perron) moved - That so much of Standing Orders be suspended as would prevent Government Business, Orders of the Day No.13
relating to Reports of the Royal Commission on Aboriginal Deaths in Custody and the Order of the Day relating to the Ministerial Statement made today
concerning the National Report of the Royal Commission on Aboriginal Deaths in Custody being considered cognately and the questions relating to those
Orders of the Day being put in one motion to take note of the Reports and Statement.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

7. ORDER OF BUSINESS:

10. MINISTERIAL CODE OF CONDUCT - MOTION NEGATIVED:
The Leader of the Opposition (Mr Ede) moved - That this Assembly is of the opinion that there should be a written
Code of Conduct for Ministers and that a copy of that Code of Conduct, when determined, should be tabled in the Assembly.

14. CUTS TO SOCIAL SERVICES, WELFARE AND EDUCATION - MOTION NEGATIVED:
The Member for Barkly (Mrs Hickey) moved - That this Assembly -

(1) notes that, since its election in October 1990, the Northern Territory Government has introduced a
programme of savage cuts on social services, welfare and education; and

(2) is of the opinion that these savage cuts:

(a) have had the effect of making the Territory a less attractive place to live and work; and

(b) have placed at risk the future development of the Northern Territory.

15. NORTHERN TERRITORY LAW REFORM COMMITTEE REPORT - MOTION NEGATIVED:

(1) notes the Report of the Northern Territory Law Reform Committee entitled "Report on Appeals from
Administrative Decisions"; and

(2) declares its intention to introduce and pass legislation which will incorporate the recommendations of the
Committee in Territory law.

16. EVENING MEAL ADJOURNMENT - MOTION NEGATIVED:

(1) adopt a practice whereby on any sitting day where the motion that "the Assembly do now adjourn", pursuant to
Standing Orders 41 and 42, has not been moved before 6.00 pm, the sitting of the Assembly be suspended
for one and a half hours from the completion of the speech being made at that time; and

(2) refer the matter of civilised evening meal arrangements to the House Committee.

The Member for Greatorex (Mr Collins), pursuant to notice, presented a Bill for an Act to prohibit the production, distribution, advertising and exhibition
of pornographic videotapes, and for related purposes.
