1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

Supplementary answer: The Attorney-General (Mr Stone) gave a supplementary answer to a question asked by the Member for
Greatorex (Mr Collins) during Question Time on Tuesday 23 February 1993.
4. PERSONAL EXPLANATION:
The Leader of the Opposition (Mr Ede), by leave, made a personal explanation relating to comments made by the
Treasurer (Mr Coulter) during Question Time this day.

5. NATIONAL TRUST OF AUSTRALIA (NORTHERN TERRITORY), ANNUAL REPORT, 1991-92 - PAPER TABLED - MOTION TO NOTE PAPER:
The Minister for Conservation (Mr Manzie) laid on the Table the Annual Report of the National Trust of Australia
(Northern Territory) for 1991-92.
Mr Manzie made a statement relating thereto.
Mr Manzie moved - That the Assembly take note of the Paper.

6. PUBLIC ACCOUNTS COMMITTEE, SUB-COMMITTEE - MOTION AGREED TO:
The Member for Karama (Mr Palmer), by leave, moved - That the Public Accounts Committee or a Sub-Committee thereof be
empowered to meet during the sittings of the Assembly on this day.

7. POLICE INVESTIGATION INTO ALLEGATIONS OF CORRUPTION IN THE PRISON SYSTEM - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Correctional Services (Mr Poole) made a statement relating to a police investigation into
allegations of corruption in the prison system and related matters.
Paper tabled: Mr Poole laid on the Table the following Paper -
Report on the Outcome of Police Investigations into Allegations of Corruption in the Prison System
and Related Matters.
Mr Poole moved - That the Assembly take note of the Statement.

9. MEDICAL PRACTITIONERS REGISTRATION AMENDMENT BILL 1993 (Serial 204):
The Minister for Health and Community Services (Mr Reed), pursuant to notice, presented a Bill for an Act to amend the
Medical Practitioners Registration Act.
Bill read a first time.
Suspension of Standing Orders: Mr Reed moved - That so much of Standing Orders be suspended as would prevent the Medical
Practitioners Registration Amendment Bill 1993 (Serial 204) passing through all stages at these sittings.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Reed moved - That the Bill be now read a second time.
On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.
10. STOCK (CONTROL OF HORMONAL GROWTH PROMOTANTS) BILL 1993 (Serial 208):
The Minister for Primary Industry and Fisheries (Mr Reed), pursuant to notice, presented a Bill for an Act to provide
for the control and regulation of the sale and use of certain substances that promote growth in stock, to control
the sale of stock treated with those substances, to amend the Stock Diseases Act, and for related purposes.
Bill read a first time.
Suspension of Standing Orders: Mr Reed moved - That so much of Standing Orders be suspended as would prevent the Stock
(Control of Hormonal Growth Promotants) Bill 1993 (Serial 208) passing through all stages at these sittings.

11. ALTERATION OF ORDER OF BUSINESS:

of Government Business, Order of the Day, No. 4, relating to the Territory Insurance Office Amendment Bill (No. 3) 1992
(Serial 196).

On the motion of the Attorney-General (Mr Stone) the following amendment was agreed to -
Insert after clause 4 the following:
"4A. AMENDMENTS TO PROSTITUTION REGULATION ACT
"The Prostitution Regulation Act is amended -
(a) by inserting in section 3, after the definition of brothel', the following:
'"Chairman" means the Chairman of the Board
appointed under section 21(3), and includes
the Deputy Chairman while performing the
functions or exercising the powers of the
Chairman;';
(b) by adding at the end of section 3 the following:
'"Tribunal" means an Escort Agency Licensing
Appeals Tribunal constituted under section
33(3);';
(c) by inserting at the end of section 21(3) 'and another to be its Deputy Chairman';
(d) by inserting in section 21, after subsection (4), the following:
'(4A) In the absence or inability to act of the
Chairman, or in the event of a vacancy in that
office, the Deputy Chairman shall have all the
powers, and may perform all the functions, of
the Chairman.'; and
(e) by omitting from section 33(3) 'is in this Part referred to as the Tribunal' and substituting',
while performing a function under this Part, constitutes the Escort Agency Licensing Appeals
Tribunal'.".
Bill, as amended, agreed to.
Bill to be reported with an amendment.
