1. MEETING:
- The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.
2. PRAYERS.
3. NOTICES:
- The following notices were given:
- Mr Burke: To present the Anti-Discrimination Amendment Bill (No. 2) 1996 (Serial 192).
Mrs Hickey: To move - That this Assembly -
- (1) expresses the belief that all Australians wishing to vote in Federal elections should be subject to the same conditions;
(2) expresses its concern that the Commonwealth Electoral Act operates to treat Territorians as second class citizens; and
(3) calls upon the Commonwealth Government and the Commonwealth Parliament to amend the Commonwealth Electoral Act to ensure that Territorians are accorded the same opportunity as other Australians to vote in Federal elections.
- The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of students from the Kalano Community Association Education Centre and their lecturer, Mr Peter Crotti.
- On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

- Distinguished visitors: The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of the Hon Matthew Yago, the Hon Mao Zeming and the Hon David Sui, members of an Australian Political Exchange Council Delegation from the Parliament of New Guinea.
On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitors.

- The Leader of Government Business (Mr Coulter) moved - That the Member for Nhulunbuy (Mr Stirling) be appointed as a member of the Standing Orders Committee.

- The Leader of Government Business (Mr Coulter) moved - That the following Government Business, Orders of the Day, be discharged from the Notice Paper -
- No. 15, relating to the Exposure Draft on a New Constitution for the Northern Territory;
No. 16, relating to the Sessional Committee on Constitutional Development, Annual Report;
No. 17, relating to the Meat Industries Bill, Draft Bill; and
No. 18, relating to the Multicultural Information Directory.

8. CONSERVATION OF WILDLIFE THROUGH SUSTAINABLE USE PROPOSAL - MINISTERIAL STATEMENT - STATEMENT NOTED:
- The Minister for Parks and Wildlife (Mr Hatton) made a statement relating to a proposal to conserve wildlife through programs which incorporate the sustainable use of some species (Paper 2746).
- Mr Hatton moved - That the Assembly take note of the Statement.
Debate ensued.

9.MATTER OF PUBLIC IMPORTANCE - MINISTERIAL CODE OF CONDUCT:
- The Speaker informed the Assembly that the Leader of the Opposition (Mrs Hickey) had proposed the following definite matter of public importance be submitted to the Assembly for discussion this day -
- “the need for a Ministerial Code of Conduct and the need to strengthen the provisions of the Legislative Assembly (Register of Members’ Interests) Act”.
The proposed discussion having received the necessary support -
The Speaker called on Mrs Hickey to address the Assembly.
Discussion ensued.
