1. MEETING:
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated Thursday 19 June 1997. The Speaker,
the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. ADMINISTRATIVE ARRANGEMENTS ORDER:
The Chief Minister (Mr Stone) advised Members that on 2 July 1997, following the resignation from Ministerial office of the Honourable Member for Leanyer, His Honour the Administrator made the following appointments of Ministers of the Northern Territory -

Shane Leslie Stone appointed as Minister for Public Employment; and

Peter Francis Adamson appointed as Minister for Education and Training, Minister for Communications and Advanced Technology
and Minister for Racing and Gaming.

Paper tabled: The Chief Minister (Mr Stone) laid on the Table the following Paper -

Administrative Arrangements Order, Gazette No. S23, dated 2 July 1997 (Paper 3312).

4. MESSAGE FROM THE ADMINISTRATOR:
The Speaker advised Honourable Members that he had received the following Message from His Honour the Administrator:

I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, advise the Legislative Assembly that, pursuant
to section 7 of the Northern Territory (Self-Government) Act 1978, of the Commonwealth, I have given my assent to the
following proposed law:

5. WARRANT - DEPUTY CHAIRMEN OF COMMITTEES:
The Speaker laid on the Table the Warrant nominating Members to be Deputy Chairmen of Committees -

Warrant and Revocation of Previous Warrants

Pursuant to the provisions of Standing Order 12, I hereby revoke all previous warrants nominating Members to act as Deputy Chairmen
of Committees and nominate Mr Baldwin, Mrs Braham, Mr Bell and Mr Rioli to act as Deputy Chairmen of Committees when requested
so to do by the Chairman of Committees.

5. DISTINGUISHED VISITOR:
The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Mr Terry Rumble, MP,
Member for Illawarra and Chairman of the Public Accounts Committee in the New South Wales Legislative Assembly.
On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

6. VISITORS:
The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Year 6/7 students from
Katherine South Primary School and their teacher, Mr Brian Green.
On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

7. PETITION:
The Member for Barkly (Mrs Hickey) presented a petition from 314 petitioners requesting the Assembly pass a Bill allowing for
a Territory-wide Referendum on the matter of legalising strictly and properly regulated voluntary euthanasia for the terminally ill
(Paper 3315).
Petition read.

8. NOTICES:
The following notices were given:
Mr Burke: To present the Sea - Carriage Documents Bill 1997 (Serial 237).
Mr Burke: To present the Criminal Records (Spent Convictions) Amendment Bill 1997 (Serial 238).
Mr Manzie: To present the Mining Amendment Bill (No. 2) 1997 (Serial 239).
Mrs Hickey: To move - That this Assembly:

(1) expresses the belief that Territorians rightly expect their government’s Ministers to act honestly, accountably, impartially and
with due regard for the trust which has been placed upon them;

(2) affirms that, in responsible governments, important conventions, such as those relating to the collective responsibility of Cabinet
and observation of the caretaker period prior to elections, should be understood and rigorously observed, and that, upon accepting a commission, all Territory ministers should be obliged to conform to an appropriate Code of Conduct which includes principles obliging ministers to:

(a) act under and in accordance with the letter and spirit of the law;
(b) exercise their offices honestly, accountably, impartially and with due regard to the trust which has been placed in them;
(c) act fairly and with due regard to the rights and interests of members of the public and of other public officials with whom they deal;
(d) exercise their offices conscientiously and with due care and skill;
(e) be scrupulous in the use of their position and of public property and of information to which they have access; and
(f) be prudent in their management of public resources; and

(3) resolves that any breach of the above code should result in a request for the Minister’s resignation.

9. QUESTIONS:

Member named and suspended: And the Member for Wanguri (Mr Bailey) repeatedly interjecting -
The Speaker named the Member for Wanguri (Mr Bailey) for his continual interjection after having been warned to cease.
The Leader of Government Business (Mr Coulter) moved - That the Member for Wanguri (Mr Bailey) be suspended from the service of the Assembly.
Question - put.
The Assembly divided (the Speaker, Hon. T.R. McCarthy, in the Chair) -

And so it was resolved in the affirmative.
The Member for Wanguri (Mr Bailey) was therefore, suspended at 10:14h for 7 consecutive days, pursuant to Standing Order 241 and he accordingly withdrew from the Chamber.
Mr Stone continued to answer the question and informed Honourable Members that he would be calling upon His Honour the Administrator of the Northern Territory to request that he prorogue the Legislative Assembly.

PROROGATION OF THE ASSEMBLY

The Legislative Assembly was prorogued by His Honour the Administrator as follows:

I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, in pursuance of section 22(1) of the Northern
Territory (Self-Government) Act 1978 of the Commonwealth, by this notice prorogue the Legislative Assembly of the Northern
Territory of Australia.
