1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.

Personal explanation: The Member for Brennan (Mr Burke), by leave, made a personal explanation relating to comments
made by the Member for Wanguri (Mr Bailey) when asking a question of the Chief Minister today.

4. TAXATION (ADMINISTRATION) AMENDMENT BILL 1994 (Serial 3); and STAMP DUTY AMENDMENT BILL 1994 (Serial 4):
Suspension of Standing Orders - Take two Bills together: The Treasurer (Mr Coulter) moved -
That so much of Standing Orders be suspended as would prevent two Bills, namely the Taxation (Administration) Amendment Bill 1994 (Serial 3)
and the Stamp Duty Amendment Bill 1994 (Serial 4) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the
second readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Coulter, pursuant to notice, presented a Bill for an Act to amend the Taxation (Administration) Act; and a Bill for an Act to amend the Stamp Duty Act.

That so much of Standing Orders be suspended as would prevent the Pay-roll Tax Amendment Bill 1994 (Serial 5)
passing through all stages at these sittings.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Coulter, pursuant to notice, presented a Bill for an Act to amend the Pay-roll Tax Act.
Mr Coulter moved - That the Bill be now read a second time.

6. NORTHERN TERRITORY TREASURY CORPORATION BILL 1994 (Serial 6):
Suspension of Standing Orders - Pass all Stages: The Treasurer (Mr Coulter) moved -
That so much of Standing Orders be suspended as would prevent the Northern Territory Treasury Corporation Bill 1994
(Serial 6) passing through all stages at these sittings.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Coulter, pursuant to notice, presented a Bill for an Act to establish the Northern Territory Treasury Corporation and to enable the Corporation
to borrow and lend money, and for related purposes.
Mr Coulter moved - That the Bill be now read a second time.

7. FINANCIAL AGREEMENT BETWEEN THE COMMONWEALTH, STATES AND TERRITORIES (APPROVAL) BILL 1994 (Serial 7):
The Treasurer (Mr Coulter), pursuant to notice, presented a Bill for an Act to approve an agreement between the Commonwealth, the States,
the Territory and the Australian Capital Territory with respect to public debts.
Mr Coulter moved - That the Bill be now read a second time.

8. POLICE ADMINISTRATION AMENDMENT BILL (No. 3) 1994 (Serial 18):
The Deputy Chief Minister (Mr Coulter), at the request of and on behalf of the Chief Minister (Mr Perron), pursuant to notice, presented a
Bill for an Act to amend the Police Administration Act.
Mr Coulter moved - That the Bill be now read a second time.

9. NORTHERN TERRITORY EMPLOYMENT AND TRAINING AUTHORITY AMENDMENT BILL 1994 (Serial 22):
The Minister for Education and Training (Mr Finch), pursuant to notice, presented a Bill for an Act to amend the Northern Territory Employment
and Training Authority Act.
Mr Finch moved - That the Bill be now read a second time.

10. FISHERIES AMENDMENT BILL 1994 (Serial 19):
The Minister for Primary Industry and Fisheries (Mr Reed), pursuant to notice, presented a Bill for an Act to amend the
Fisheries Act and to validate certain plans approved under that Act.

11. AGRICULTURAL AND VETERINARY CHEMICALS (NORTHERN TERRITORY) BILL 1994 (Serial 20):
The Minister for Primary Industry and Fisheries (Mr Reed), pursuant to notice, presented a Bill for an Act to apply
certain laws of the Commonwealth relating to agricultural and veterinary chemical products as laws of the Northern
Territory, and for other purposes.
Mr Reed moved - That the Bill be now read a second time.

12. TERRITORY INSURANCE OFFICE AMENDMENT BILL 1994 (Serial 11):
The Minister for Work Health and Territory Insurance (Mr Poole), pursuant to notice, presented a Bill for an Act to
amend the Territory Insurance Office Act.

13. PETROLEUM AMENDMENT BILL 1994 (Serial 23):

14. GRANITES EXPLORATION AGREEMENT RATIFICATION BILL 1994 (Serial 21):

between the Northern Territory of Australia and North Flinders Mines Limited.

15. STATE BANK OF SOUTH AUSTRALIA (TRANSFER OF UNDERTAKING) BILL 1994 (Serial 8):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to provide for the transfer of part
of the undertaking of the State Bank of South Australia to a company formed to carry on the business of banking under the
law of the Commonwealth, and for other purposes.
Mr Manzie moved - That the Bill be now read a second time.

16. SENTENCING BILL 1994 (Serial 9); and SENTENCING (CONSEQUENTIAL AMENDMENTS) BILL 1994 (Serial 10):
Suspension of Standing Orders - Take two Bills together: The Attorney-General (Mr Manzie) moved - That so much of
Standing Orders be suspended as would prevent two Bills, namely the Sentencing Bill 1994 (Serial 9) and Sentencing
(Consequential Amendments) Bill 1994 (Serial 10) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second
readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Manzie, pursuant to notice, presented a Bill for an Act to consolidate the law relating to the sentencing of offenders and for related purposes;
and a Bill for an Act to amend various Acts on the passing of the Sentencing Act 1994 and for related purposes.
Mr Manzie moved - That the Bills be now read a second time.
On the motion of the Deputy Leader of the Opposition (Mrs Hickey) debate was adjourned.

17. DOMESTIC VIOLENCE AMENDMENT BILL 1994 (Serial 12):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Domestic Violence Act.

21. MISUSE OF DRUGS AMENDMENT BILL 1994 (Serial 16); and POLICE ADMINISTRATION AMENDMENT BILL (No. 2) 1994 (Serial 17):

(1) That at 10.00 a.m. on Wednesday 29 June 1994, the Assembly resolve itself again into Committee for further
consideration of the Appropriation Bill 1994-95 (Serial 2); and

(2) That this sitting of the Assembly be suspended till 10.00 a.m. Wednesday 29 June 1994.
