1. MEETING:
- The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.
2. PRAYERS.
3. DISTINGUISHED VISITOR:
- The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of the Honourable Peter Howson, CMG, former Member for Casey and Minister in the Commonwealth Government.
On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.
4. VISITORS:
- The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of the Associate Diploma of Human Services students of the Faculty of Aboriginal and Torres Strait Islander Studies, Northern Territory University, and their lecturer Mr Lester Thompson.
- On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.
5. OVERSEAS TRAVEL - STATEMENT BY SPEAKER:
- The Speaker made a statement relating to details of Members overseas travel which may have been published prematurely in the Assembly on Tuesday 13 August 1996.
- Questions were asked of Ministers.
Papers tabled: The Minister for Education and Training (Mr Finch) laid on the Table the following Paper -
- Information Bulletin No. 1 - ‘Government Extends Offer to Individual Teachers and AEU’, David Hawkes, Office of the Commissioner for Public Employment, dated 13 August 1996 (Paper 2571); and
Information Bulletin No. 2, David Hawkes, Office of the Commissioner for Public Employment, dated 13 August 1996 (Paper 2572).
Further questions were asked of Ministers.
- Extract from the Katherine Times, ‘Reed defends trip - Hotel cost justified’, dated 31 July 1996 (Paper 2573); and
Letter, Ian McNeill, Clerk of the Legislative Assembly to Mr John Ah Kit, MLA, Member for Arnhem, dated 14 August 1996 and attachment ‘Expenses incurred by Mr Ah Kit, CPA Seminar, Hong Kong’ (Paper 2574).
A further question was asked of a Minister.
7. ORDER OF BUSINESS:
- The Leader of Government Business(Mr Coulter) moved - That Government Business be postponed until after consideration of Government Business, Order of the Day No. 1, relating to the Appropriation Bill 1996-97 (Serial 166).
- Question - put and passed.
- The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -

9. LEAVE OF ABSENCE:
- The Member for Nhulunbuy (Mr Stirling) moved - That leave of absence for this sitting week be granted to the Member for Arafura (Mr Rioli) on account of his attendance at a Commonwealth Parliamentary Association Conference.

10. ACHIEVEMENTS OF AUSTRALIAN AND TERRITORIAN OLYMPIANS AND PARA-OLYMPIANS - MOTION AGREED TO:
- The Chief Minister (Mr Stone) moved - That - This Assembly -
- (1) acknowledges the achievements of Australian Olympians at the Centenary Olympics in Atlanta and, in particular, the participation of Territorians, Ms Nova Peris, Mr Ian Vander-Wal, Mr James Swan and Ms Kerry Dienelt;
(2) conveys its best wishes and encouragement to Territory Para-Olympians, Mr Mark Davies, Mr Sam Rickard, Mr Hamish MacDonald, and Mr Russell Short, who are currently in Atlanta for the commencement of the Para-Olympic Games; and
(3) acknowledges the outstanding contribution of the Northern Territory Police Officers who participated in a voluntary capacity in the security arrangements for the Centenary Olympic Games in Atlanta.
