1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment.
The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. PETITION:
The Member for Wanguri (Mr Bailey) presented a petition from 132 petitioners of the Northern Territory requesting the Assembly to rectify
the road safety problems occurring at the T-intersection on Leanyer and Vanderlin Drives and in the area of Hibiscus Shopping Centre (Paper 97).
Petition read.

4. VISITORS:
The Speaker drew the attention of Honourable Members to the presence in the gallery of students from the ELICOS (English Language
Intensive Course for Overseas Students) Unit at the Northern Territory University and their lecturer Jan Schneider.
On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

5. QUESTIONS:
Questions were asked of Ministers.

6. NOTICES:
The following notices were given, by leave:
Mr Coulter: To present the Gaming Control Amendment Bill 1994 (Serial 27).
Mr Coulter: To present the Racing and Betting Amendment Bill 1994 (Serial 28).

7. PERSONAL EXPLANATION:
The Member for Wanguri (Mr Bailey) made a personal explanation regarding comments made by the Attorney-General (Mr Finch) during Question Time this day.

8. SUPPLEMENTARY ANSWER TO QUESTION:
The Attorney-General (Mr Finch) gave a supplementary answer to a question asked this day by the Member for Wanguri (Mr Bailey)
referring to the comments purported to be made by the Ombudsman in relation to the death of a student from inhaling the contents
of a BCF fire extinguisher.

9. PRIVILEGE - ALLEGED DELIBERATE MISLEADING OF THE ASSEMBLY BY THE MEMBER FOR WANGURI - REQUEST FOR REFERRAL TO COMMITTEE OF PRIVILEGES:
The Attorney-General (Mr Finch), pursuant to Standing Order 83, raised as a matter of privilege that the Member for Wanguri (Mr Bailey) had misled the Assembly in

had attributed to the Ombudsman in the matter of the investigation by the Ombudsman of the death of a student from inhaling the contents of a BCF
fire extinguisher at Darwin High School.
Paper tabled: Mr Finch laid on the Table the following Paper -

. Letter, I. V. Knight, Ombudsman to Hon F. A Finch, MLA, Attorney-General, dated 25 August 1994 (Paper 96).

Mr Finch requested that the Speaker refer the matter to the Committee of Privileges.
The Member for Macdonnell (Mr Bell), by leave, spoke to the motion.
The Speaker agreed to consider the matter and report his decision before or during the next sitting day.

10. FURTHER NOTICE:
The following further notice was given, by leave:
Mr Finch: To present the Education Amendment Bill (No. 2) 1994 (Serial 29).

11. EDUCATION IN THE NORTHERN TERRITORY - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Education and Training (Mr Finch) made a statement relating to the opportunities open in education in the Northern Territory (Paper 94).
Mr Finch moved - That the Assembly take note of the Statement.

12. ENVIRONMENTAL ASSESSMENT AMENDMENT BILL 1994 (Serial 26):
The Minister for Conservation (Mr Coulter), pursuant tonotice, presented a Bill for an Act to amend the Environmental Assessment Act.
Bill read a first time.
Mr Coulter moved - That the Bill be now read a second time.
Paper tabled: Mr Coulter laid on the Table the following Paper -

. Draft Amendments - Variation of Environmental Assessment Administrative Procedures (Paper 95).

Debate continued.
On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

13. ADDRESS-IN-REPLY:
The order of the day having been read for the resumption of the debate on the motion -

Omit from Annexure "B" the words "clause 7" and insert in its stead "clause 8".
