1. MEETING:
The Assembly met at 10:00h, pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. BROADCASTING IN THE CHAMBER:
The Speaker advised Honourable Members that he had given approval for NTD Channel 8 and ABC TV to access the Hansard equipment and film in the Chamber, and the NT News to photograph for the purpose of rebroadcasting the Treasurer’s Budget Speech and for Top FM to broadcast the Budget Speech live to air.

4. MESSAGE FROM THE ADMINISTRATOR:
The Speaker advised Honourable Members that he had received the following Message from His Honour the Administrator:

I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, in pursuance of section 11 of the Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill for an Act to authorise the issuing and expending of the public moneys of the Territory in respect of the year ending 30 June 1998.

5. VISITORS:
The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Year 7 students from Holy Family School and their teachers, Ms Gail Smith and Ms Roberta Matsen.
On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

6. PETITION:
The Member for Fannie Bay (Ms Martin) presented a petition from 2373 petitioners requesting the Assembly, after full public consultation, do adopt a comprehensive management plan for Darwin Harbour and its catchment (Paper 3213).
Petition read.

7. DISTINGUISHED VISITOR:
The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of Mr Bern Kilgariff, AM, former Member of the Legislative Council for the Northern Territory, former Member and Speaker of the Legislative Assembly of the Northern Territory and former Senator for the Northern Territory.
On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

11. APPROPRIATION BILL 1997-98 (Serial 232):
The Treasurer (Mr Reed), presented a Bill for an Act to authorise the issuing and expending of the public moneys of the Territory in respect of the year ending 30 June 1998, the subject of His Honour the Administrator’s Message No. 25.

The Leader of Government Business (Mr Coulter), by leave, moved - That resumption of debate on the motion of the Chief Minister (Mr Stone) that the Assembly take note of the Auditor-General’s Mid-Year Report, February 1997, be reinstated on the Notice Paper and brought on this day after Ministerial Statements.

13. RENEWABLE ENERGY RESEARCH AND DEVELOPMENT - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Mines and Energy (Mr Manzie) made a statement relating to the Territory’s role in the renewable energy industry and the role of the Power and Water Authority in helping to develop that role. (Paper 3231).
Mr Manzie moved - That the Assembly take note of the Statement.
