Member named and suspended: And the Leader of the Opposition (Mrs Hickey) interjecting in a disorderly manner -
The Speaker named the Leader of the Opposition (Mrs Hickey) for refusing to withdraw comments deemed to be disorderly when called upon to do so.
The Leader of Government Business (Mr Coulter) moved - That the Leader of the Opposition (Mrs Hickey) be suspended from the service of the Assembly.

- The Leader of the Opposition (Mrs Hickey) was therefore, suspended at 10.17 a.m. for 24 hours, pursuant to Standing Order 241, and accordingly withdrew from the Chamber.

4. COMMITTEE MEMBERSHIP - VARIATION OF MEMBERSHIP:
- The Leader of Government Business (Mr Coulter) moved - That membership of the Legislative Assembly Committees be varied as follows -
The Member for Stuart (Mr Toyne) be appointed as a member of the Public Accounts Committee and the Sessional Committee on Constitutional Development.

5. PROPOSED CENSURE OF THE CHIEF MINISTER - MOTION NEGATIVED:
- The Deputy Leader of the Opposition (Mr Bailey) moved - That on the next sitting day the Chief Minister (Mr Stone) be censured for using the privilege of Parliament to spread a tissue of lies about an exchange between polling workers in the Stuart by-election.
The Leader of Government Business (Mr Coulter) informed the Assembly that the Government, pursuant to Standing Order 95, accepted the motion as a censure motion.
The Deputy Leader of the Opposition (Mr Bailey) moved - That this Assembly censures the Chief Minister for using the privilege of Parliament to spread a tissue of lies about an exchange between polling workers in the Stuart by-election.
Debate ensued.
The Chief Minister (Mr Stone) moved - That the question be now put.

- The Minister for Primary Industry and Fisheries (Mr Palmer) made a statement relating to the role of Northern Territory rural and fishing industries in the development of economic relations with Asia (Paper 2727).
- Mr Palmer moved - That the Assembly take note of the Statement.

- Distinguished visitors: The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Mr Liu Ke Tian, Vice Governor of Liaoning Province, China and his delegation from China Liaoning International Group.
On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitors.

7. MATTER OF PUBLIC IMPORTANCE - DISCONTENT OF HOUSING COMMISSION TENANTS:
- The Speaker informed the Assembly that the Member for Fannie Bay (Ms Martin) had proposed the following definite matter of public importance be submitted to the Assembly for discussion this day -
- “the high and growing level of discontent expressed by Housing Commission tenants concerning the poor standard of repairs and maintenance to their public housing properties.”
The proposed discussion having received the necessary support -
The Speaker called on Ms Martin to address the Assembly.
Discussion ensued.

- On the motion of the Attorney-General (Mr Burke) the following amendment was agreed to, after debate -
- Omit proposed section 53B(2A) and insert in its stead the following:
“(2A) A direction under subsection (1) or (2) -
- (a) may be given by reference to a period of hours during which, or specific times when, the noise is to be stopped or abated; and
- (b) in any event, shall remain in force for not more than 48 hours.”.
- Clause 5, as amended, agreed to.
- Clause 6 read.
On the motion of Mr Burke the following amendment was agreed to -
Omit proposed section 53D(5) and insert in its stead the following:
“(5) Where the Court makes an order under subsection (2), the Court may order the defendant to pay to the complainant such costs as it thinks fit.
“(6) Where the Court refuses to make an order under subsection (2), the Court shall not award costs against the complainant unless the Court is satisfied that the complaint made was vexatious or unreasonable.”.
Clause 6, as amended, agreed to.
