1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3 VISITORS:
      The Speaker advised Members of the presence in the public galleries of Year 11 students from Casuarina Senior College accompanied by their teacher Mr Graham Parker.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

6. DARWIN: REGIONAL SUPPLY, SERVICE AND DISTRIBUTION CENTRE – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Resource Development (Mr Manzie) made a statement relating to the development of Darwin as a resource, repair and supply centre (Paper 2121).
      Mr Manzie moved – That the Assembly take note of the Statement.
      Debate ensued.
      Suspension of sitting: The sitting was suspended between 11:59 h until 14:00 h.

7. CELEBRATIONS OF THE TERRITORY – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Arts and Museums (Mr Adamson) made a statement relating to Territory style entertainment and shows being embraced by Territorians (Paper 2122).
      Mr Adamson moved – That the Assembly take note of the Statement.
      Debate ensued.

8. PRIVATE SECURITY INDUSTRY TRAINING – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Industries and Business (Mr Baldwin) made a statement relating to the review of levels and standards of training required for private security controllers conducted by the Northern Territory Licensing Commission (Paper 2129).
      Mr Baldwin moved – That the Assembly take note of the Statement.

9. COMMERCIAL AND PRIVATE AGENTS LICENSING AMENDMENT BILL 2000 (Serial 257):
      The Order of the Day having been read for resumption of debate on the question – That the Bill be now read a second time –

      The Assembly resolved itself into Committee of the Whole.

      On the motion of the Minister for Industries and Business (Mr Baldwin) the following amendment was agreed to –
      In Clause 5, omit from proposed section 9(3) ”of Police”.

      Bill to be reported with an amendment.
      The Assembly resumed; the Speaker resumed the Chair; and the Chairman (Mr Mitchell) reported that the Committee had considered the Bill and agreed to the same with an amendment.
      On the motion of the Minister for Industries and Business(Mr Baldwin) the Bill was read a third time and passed to be a proposed law.

10. EDUCATION AMENDMENT BILL (No. 2) 2000 (Serial 252):
      The Order of the Day having been read for resumption of debate on the question - That the Bill be now read a second time –
      Debate resumed.
      Question – put and passed.
      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Minister for School Education (Mr Lugg) the Bill was read a third time and passed to be a proposed law.
11. ORDER OF BUSINESS:
      The Leader of Government Business (Mr Palmer) moved – That intervening business be postponed until after consideration of Government Business, Orders of the Day No. 18, relating to the August 2000 Report of the Auditor-General to the Legislative Assembly.

12. AUGUST 2000 REPORT OF THE AUDITOR-GENERAL TO THE LEGISLATIVE ASSEMBLY – REPORT NOTED:
