1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

      The Speaker (Mr McCarthy) advised Honourable Members that he had received the following Message from His Honour the Administrator:

4. DISTINGUISHED VISITORS:
      The Speaker (Mr McCarthy) drew honourable Members attention to the presence in the Speaker’s Gallery of the Honourable John Oswald MP, Speaker of the South Australian House of Assembly and Mrs Carol Oswald.

      On behalf of honourable Members, the Speaker extended a warm welcome to the distinguished visitors.
5. VISITORS:
      The Speaker (Mr McCarthy) advised honourable Members of the presence in the public gallery of students from Sumiyoshi Senior High School, Osaka, Japan accompanied by their teachers Ms Wendy Green and Ms Yoshiko Ennyu.
      On behalf of honourable Members the Speaker extended a warm welcome to the visitors.
6. PETITIONS:
      The Member for Brennan (Mr Burke), by leave, presented a petition from 85 petitioners, not conforming with Standing Orders, seeking a sentence review of the sentence imposed for the assault on D Wauchope (Paper 1424).
      Petition read.

      The Member for Arnhem (Mr Ah Kit) presented a petition from 393 petitioners relating to the loss of the regular direct air service from Groote Eylandt to the east coast via Cairns (Paper 1425).

                Pursuant to the provisions of Standing Order 12, I hereby revoke all previous warrants nominating Members to act as Deputy Chairmen of Committees and nominate the following Members to act as Deputy Chairmen of Committees, Mr Elferink, Mr Balch, Mr Mills and Mr Poole when requested so to do by the Chairman of Committees.

      10. RACING, GAMING AND LICENSING INDUSTRIES DEVELOPMENT – MINISTERIAL STATEMENT – STATEMENT NOTED:
          The Minister for Racing, Gaming and Licensing (Mr Baldwin) made a statement relating to developments in the Territory’s racing, gaming and licensing industries (Paper 1426).
          Mr Baldwin moved – That the Assembly take note of the Statement.

      11. NORTHERN TERRITORY INSTITUTE OF SPORT – MINISTERIAL STATEMENT – STATEMENT NOTED:
          The Minister for Sport and Recreation (Mr Lugg) made a statement relating to development of the Northern Territory Institute of Sport (Paper 1428).
          Paper Tabled: Mr Lugg laid on the Table the following Paper –
      Competition in a Hot Environment – A practical guide to heat acclimatization in the Northern Territory by the Northern Territory Institute of Sport (Paper 1429).

          Mr Lugg moved – That the Assembly take note of the Statement.

      12. STAMP DUTY AMENDMENT BILL 1999 (Serial 166):
          The Treasurer (Mr Reed), pursuant to notice, presented a Bill for an Act to amend the Stamp Duty Act.
          Bill read a first time.
          Mr Reed moved – That the Bill be now read a second time.
          On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
      13. ELECTRICITY AMENDMENT BILL 1999 (Serial 159):
          The Order of the Day having been read for the resumption of the debate on the question – That the Bill be now read a second time –
          Debate ensued.
          Question – put and passed.
          Bill read a second time.
          Leave granted for a motion for the third reading of the Bill to be moved forthwith.
          On the motion of the Minister for Essential Services (Mr Dunham) the Bill was read a third time and passed to be a proposed law.
