- The Speaker (Mrs Braham) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of the Honourable John McKay MLA Speaker of the New Brunswick Legislative Assembly and Mrs Sandra McKay.
On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitors.
5. VISITORS:
- The Speaker (Mrs Braham) drew the attention of Members to the presence in the Gallery of the Certificate III in Practical Computer Operations students from the NTU Campus accompanied by their lecturer Ms Bronwyn Bunnett.

- The following notices were given:
Mrs Hickey: To move - that -
1. The Leader of the Opposition (Mrs Hickey) and the Member for Fannie Bay (Ms Martin) be discharged from service on the Legal and Constitutional Affairs Committee and that the following members be appointed as alternate members in their stead: Mr Bailey; Mr Ah Kit; and Mr Toyne; and
2. The terms of reference of the Committee passed on 20 august 1998 be amended by inserting the following:
- “(2)(a) any appointed alternate member may participate in a meeting of the committee or sub-committee as if he of she were a full member provided only two alternate members shall vote at a deliberative meeting of a committee or sub-committee;”.
Mr Palmer: To present the Pastoral Land Amendment Bill 1998 (Serial 108).
Mrs Hickey: To move - that the reference given to the Legal and Constitutional Affairs Committee by resolution of the Assembly on 7 October 1998 be amended as follows -
Add at the end –
“(c) establish a community reference group comprised of interested people and representatives of organisations from the broader community to make recommendations to the committee on the way in which the committee should conduct its consultation with the community”.

8. ABORIGINAL LAND RIGHTS (NORTHERN TERRITORY) ACT 1976 REVIEW BY MR JOHN REEVES QC - MINISTERIAL STATEMENT AND MOTION – STATEMENT NOTED AND MOTION AGREED TO:
- The Chief Minister (Mr Stone) made a statement relating to a Review conducted by Mr John Reeves QC of the Aboriginal Land Rights (Northern Territory) Act 1976 of the Commonwealth. (Paper 677)
Mr Stone moved that the Assembly take note of the Statement and moved, by leave –
- That the Legislative Assembly of the Northern Territory in the interests of the Northern Territory, its peoples and especially the Aboriginal peoples and their future generations, call on the Commonwealth of Australia to:
(a) consider the Review of the Aboriginal Land Rights (Northern Territory)Act 1976;
(b) enter into negotiations with the Northern Territory to consider reform measures proposed by Mr John Reeves QC so as to determine a practicable course of action to be taken in the interests of the future economic and social development of the Northern Territory; and
(c) immediately embark on a process with Territorians to prepare the requisite amending legislation. (Paper 678)
Mrs Hickey moved the following amendment to the motion –
