1. MEETING:
The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 7 March 2002.
The Speaker, the Honourable L. M. Braham, took the Chair.

4. DISTINGUISHED VISITOR:
The Speaker advised Members of the presence in the Speaker’s Gallery of the former Member for Nightcliff, Ms Dawn Lawrie.
On behalf of all Members the Speaker extended a warm welcome to the distinguished visitor.

5. PETITION:
The Member for Casuarina (Mr Vatskalis), by leave, presented a petition, not conforming with Standing Orders, from 133 petitioners relating to the proposed twin eight storey residential towers development at the entrance to Bayview (Paper 313).
Petition read.

6. MINISTERIAL REPORTS:
Timor Sea Gas: The Chief Minister (Ms Martin) reported on the developments of the Timor Sea gas fields and the proposal to have treatment of the gas onshore in Darwin.
Mr Burke responded thereto.
Ms Martin responded accordingly.

MAPs Testing: The Minister for Employment, Education and Training (Mr Stirling) reported to Members on the year 2000 results of the Multilevel Assessment Program (MAPs) testing benchmarks of Territory students.
Mr Mills responded thereto.
Mr Stirling responded accordingly.

Itinerants Research Project: The Minister for Community Development (Mr Ah Kit) reported on the recent Itinerants Research Projects report concerning Darwin and Palmerston districts.
Dr Lim responded thereto.
Mr Ah Kit responded accordingly.

Alice Springs Hospital Developments Review: The Minister for Health and Community Services (Mrs Aagaard) reported on the review of the management and medical services provided by the Alice Springs Hospital.
Mr Dunham responded thereto.
Mrs Aagaard responded accordingly.

6. CONDOLENCE - HER MAJESTY QUEEN ELIZABETH THE QUEEN MOTHER – MOTION AGREED TO:
The Speaker advised Honourable Members of the death on 30 March 2002 of Her Majesty Queen Elizabeth the Queen Mother and advised that with the concurrence of Members a motion of condolence be moved forthwith.

The Chief Minister (Ms Martin), by leave, moved – That this Assembly pass a motion of condolence for Her Majesty Queen Elizabeth the Queen Mother.
The Chief Minister (Ms Martin) thereupon addressed the Assembly.
Debate ensued.

Motion agreed to.

As a mark of respect Members stood in their places for one minute, in silence.

7. CONDOLENCE - DAISY FLORENCE RUDDICK – MOTION AGREED TO:
The Speaker advised Members of the death of Daisy Florence Ruddick on 23 April 2002.

Visitors: The Speaker acknowledged the presence in the Speaker’s Gallery of family and friends of the late Daisy Ruddick – Roseanne Brennan, Josie and David Guy, Nicole and Chris Lewis, Cowan Bonson, Esther Carolin, Hilda Muir and Isabelle Muir.
On behalf of all Members the Speaker extended a warm welcome to the family members.

Express deep regret at the death of Daisy Ruddick, a senior Territorian of great note;

Acknowledge her place as a highly respected matriarch of one of the Territory's largest extended families;

Recognise her outstanding contribution to tolerance in our community; and

Tender its profound sympathy to her family and friends.

The Chief Minister (Ms Martin) thereupon addressed the Assembly.

15. PAPER – REVOCATION OF CASUARINA COASTAL RESERVE NUMBER 1677 – PAPER TABLED:
The Minister for Lands and Planning (Mr Vatskalis) laid on the Table a Recommendation proposing to revoke part of the Reserve over Lot 9733, Town of Nightcliff to the Northern Territory University for a proposed ceremonial drive, passive recreational lake, weir and associated works (Paper 323).

16. RENEWABLE ENERGY SOURCES– MINISTERIAL STATEMENT – STATEMENT NOTED:
The Minister for Essential Services (Mr Vatskalis) made a statement relating to the national campaign to reduce Australia’s Greenhouse Gas emissions and use of alternate renewable energy sources. (Paper 319)
Mr Vatskalis moved – That the Assembly take note of the Statement.
