Minutes of Proceedings - 2003-10-14

    1. MEETING:
        The Assembly met at 10am, pursuant to adjournment.

    2. ABSENCE OF SPEAKER:
        The Clerk (Mr I B McNeill) advised Honourable Members that the Speaker (Mrs L M Braham) would be unavoidably absent because of a family bereavement. In accordance with Standing Order 9, the Deputy Speaker (Mr Wood) thereupon took the Chair.

    4. DEPUTY SPEAKER, POWERS DURING ABSENCE OF SPEAKER:
        The Leader of Government Business (Mr Henderson) moved – That, during the absence of the Speaker, the Deputy Speaker shall on each Sitting Day, take the Chair of the Assembly and may, during such absence, perform the duties and exercise the authority of the Speaker in relation to all proceedings of the Assembly and to proceedings of Standing and Sessional Committees to which the Speaker is appointed.
        Question – put and passed.

    5. LEAVE OF ABSENCE:
        The Leader of Government Business (Mr Henderson) moved – That leave of absence be granted to the Speaker (Mrs L M Braham) for today and the remainder of these sittings due to a family bereavement.

    6. CONDOLENCE, MR GRAEME BRAHAM - STATEMENT:
        The Chief Minister (Ms Martin), by leave, made a statement relating to the death of Mr Graeme Braham in Alice Springs on 10 October 2003 and offered condolences to Madam Speaker and her family.
        The Leader of the Opposition (Mr Burke), by leave, made a statement relating thereto.
        The Acting Speaker (Mr Wood) made a statement relating thereto.

    7. VISITORS:
        The Acting Speaker advised Members of the presence in the public gallery of Year 6 and Year 7 students from Nakara Primary School, accompanied by their teacher, Mr Gaetano Gugliotta.
        On behalf of all Members, Mr Acting Speaker extended a warm welcome to the visitors.
    8. PETITION:
        Response to petition: The Clerk, pursuant to Standing Order 100A, advised Members that he was in receipt of an answer to petition No. 36 relating to a development proposal for 24 units on Trower Road, Tiwi, Block 9665 (Paper 1089).
        The Clerk advised Members that a copy of the response would be incorporated in the Hansard record.
    9. MINISTERIAL REPORTS:
        Information Communication Technology and the Bush: The Minister for Communications (Dr Toyne) reported on a contingent of Information Communication Technology industry members visiting Lajamanu, Kalkaringi and Yuendumu.
        Dr Lim responded thereto.
        Dr Toyne responded accordingly.

        October Business Month: The Minister for Business, Industry and Resource Development (Mr Henderson) reported on the activities of October Business Month.
        Mr Dunham responded thereto.
        Mr Henderson responded accordingly.

        Soccer in the Northern Territory: The Minister for Sport and Recreation (Mr Ah Kit) reported on a recent meeting with Northern Territory soccer stakeholders to facilitate the development of soccer.
        Mr Mills responded thereto.
        Mr Ah Kit responded accordingly.

        Royal Brunei Airlines – Extra Flight Services to Darwin: The Minister for Tourism (Dr Burns) reported on the extended flight schedule to Darwin by Royal Brunei Airlines commencing on 28 October 2003.
        Ms Carney responded thereto.
        Dr Burns responded accordingly.

    10. INDIGENOUS EDUCATION – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement –

      16. HORSE RACING PRINCIPAL CLUB – MINISTERIAL STATEMENT – STATEMENT NOTED:
          The Minister for Racing, Gaming and Licensing (Mr Stirling) made a statement relating to a Discussion Paper proposing a Principal Club Structure as a statutory body to administer the Northern Territory racing industry.
          Paper tabled: Mr Stirling laid on the Table the following Paper –
      Discussion Paper – The Future Control of Northern Territory Racing, dated September 2003 (Paper 1090).

          Mr Stirling moved – That the Assembly take note of the Statement.

      17. MATTER OF PUBLIC IMPORTANCE – DEFENCE TECHNOLOGY PARK IN DARWIN:
          The Acting Deputy Speaker (Mr Bonson) advised Members that the Leader of the Opposition (Mr Burke) had proposed as a definite matter of public importance for discussion this day –
              The importance that the government:
      Anticipates the force structure changes occurring within the Australian Defence Force;
      Anticipates the impact these changes will have on our Defence forces, predominantly Army, located in Darwin with regard to major equipment purchases and through life support requirements;
      Grasps the economic opportunities these decisions will provide to the Territory; and
      Urgently commences a thorough evaluation of these events with the objective of establishing a Defence Technology Park in the Darwin area.
          The proposed discussion having received the necessary support –
          The Acting Deputy Speaker thereupon called Mr Burke to address the Assembly.
          Discussion ensued.
