1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

3. MINISTERIAL REPORTS:
Alice in 10 Indigenous Employment Challenge: The Chief Minister (Ms Martin) made a report on an indigenous employment program being developed in Alice Springs.
Mr Elferink responded thereto.
Ms Martin responded accordingly.

Senior Appointments in the Public Sector: The Chief Minister (Ms Martin) made a report on recent appointments of the Auditor-General and new CEO of the Tourist Commission.
Mr Burke responded thereto.
Ms Martin responded accordingly.

Supply and Service opportunities from Timor Sea gas: The Minister for Business, Industry and Resource Development
(Mr Henderson) made a report on opportunities for business to service the oil and gas resource arising from development of the Timor Sea gas fields.
Mr Burke responded thereto.
Mr Henderson responded accordingly.

Alice Springs Town Council Review: The Minister for Community Development (Mr Ah Kit) made a report on a recent review of the financial and administrative operations of the Alice Springs Town Council.

Dr Lim responded thereto.

4. EAST TIMOR INDEPENDENCE – MOTION AGREED TO:
The Chief Minister (Ms Martin), pursuant to notice, moved - That this Assembly, on behalf of all Territorians:

(a) offers its heartfelt congratulations to the people of East Timor on achieving their independence, to be proclaimed
on 20 May 2002, and

(b) pledges long-term support and ongoing assistance to our good neighbours, the East Timorese, in the development of their nation in the months and years ahead.

7. CRIMINAL PROPERTY FORFEITURE BILL 2002 (Serial 60) AND THE CRIMINAL PROPERTY FORFEITURE (CONSEQUENTIAL AMENDMENTS) BILL 2002 (Serial 61):
Suspension of Standing Orders: The Minister for Justice and Attorney-General (Dr Toyne) moved – That so much of Standing Orders be suspended as would prevent Bills entitled, Criminal Property Forfeiture Bill 2002 (Serial 60) and the Criminal Property Forfeiture (Consequential Amendments) Bill 2002 (Serial 61) –

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question – put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.

The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to provide for the forfeiture in certain circumstances of property acquired as a result of criminal activity and property used for criminal activity, to provide for the reciprocal enforcement of certain Australian legislation relating to the forfeiture of proceeds of crime and forfeiture of other property, and for related purposes; and a Bill for an Act to amend various Acts consequential on the enactment of the Criminal Property Forfeiture Act 2002 and for related purposes.
Bills read a first time.
Dr Toyne moved – That the Bills be now read a second time.

8. CRIMINAL CODE AMENDMENT (WITNESS INTIMIDATION) BILL 2002 (Serial 48):
The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Criminal Code.

Dr Toyne moved – That the Bill be now read a second time.

9. PRISONS (CORRECTIONAL SERVICES) AMENDMENT BILL 2002 (Serial 51):
The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Prisons (Correctional Services) Act.

The Speaker on behalf of all Members extended a vote of appreciation and thanks to the retiring Auditor-General, Mr Iain Summers for his effective and diligent work of the office of the Auditor-General under his leadership.
Members acclaimed their appreciation.
