Minutes of Proceedings - 2003-05-01

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable L. M. Braham, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker advised Members of the presence in the public galleries of students from Tennant Creek High School and Watiyawanu Primary School and extended a warm welcome to the students on behalf of all Members.

    4. PETITIONS:
        The Member for Greatorex (Dr Lim) presented Petition No. 30, from 935 petitioners, requesting the Legislative Assembly take urgent steps to rectify the breakdown of law and order in our community and return us to our peaceful town. (Paper 872)
        Petition read.
        The Member for Braitling (Mrs Braham) presented Petition No. 34, from 34 petitioners, requesting the reopening of Aranda House as a refuge for indigenous youth crisis accommodation. (Paper 873)
        Petition read.

    5. MINISTERIAL REPORTS:
        Central Australian Economic Status Report: The Treasurer (Mr Stirling) reported on the state of the Territory economy and Central Australian economic growth.
        Mr Reed responded thereto.
        Mr Stirling responded accordingly.

        Native Title Land Negotiated Release, Alice Springs: The Minister for Lands and Planning (Mr Vatskalis) reported on the first negotiated settlement on the release of 20 Hectares of land previously held under Native Title in the Alice Springs area resulting in the development of over 60 residential allotments.
        Mr Elferink responded thereto.
        Mr Vatskalis responded accordingly.

        Heritage Declarations in Central Australia: The Minister for the Environment and Heritage (Dr Burns) reported on recent heritage declarations of the Catholic Church and Araluen Homestead precincts in Alice Springs.
        Mr Baldwin responded thereto.
        Mr Wood responded thereto.
        Dr Burns responded accordingly.

        Trade Exporters and Trade in Central Australia: The Minister for Business, Industry and Resource Development (Mr Henderson) reported on the identification and to trade activity and live cattle exports from the Central Australian region.
        Mr Dunham responded thereto.
        Mr Henderson responded accordingly.

        Ministerial Reports noted, pursuant to Sessional Order.

    6. DESERT KNOWLEDGE AUSTRALIA BILL 2003 (Serial 140):
        The Chief Minister (Ms Martin), pursuant to notice, presented a Bill for an Act to encourage and facilitate learning, research and sustainable economic and social development relating to deserts and arid lands and elsewhere and to establish Desert Knowledge Australia, and for related purposes.
        Bill read a first time.
        Ms Martin moved – That the Bill be now read a second time.
        Debate ensued.

    7. ENERGY PIPELINES AMENDMENT BILL 2003 (Serial 143):
        The Minister for Business, Industry and Resource Development (Mr Henderson), pursuant to notice, presented a Bill for an Act to amend the Energy Pipelines Act.

        Mr Henderson moved – That the Bill be now read a second time.
        Debate ensued.

    8. MAJOR CRICKET EVENTS BILL 2003 (Serial 144):
        The Minister for Sport and Recreation (Mr Ah Kit), pursuant to notice, presented a Bill for an Act to provide for the safe and orderly management, operation and control of certain cricket matches and the venues where those cricket matches are held and for related purposes.
        Bill read a first time.
        Mr Ah Kit moved – That the Bill be now read a second time.

    15. INQUIRY INTO THE NT ELECTRICITY NETWORK ACCESS CODE, FINAL REPORT, APRIL 2003 – PAPER TABLED – MOTION TO NOTE REPORT:
        The Treasurer (Mr Stirling) laid on the Table the Report of the Inquiry into the NT Electricity Network Access Code, Final Report, April 2003 (Paper 892).
        Mr Stirling made a statement relating thereto.
        Mr Stirling moved – That the Assembly take note of the Report.
        Debate ensued.
