- The Member for Katherine (Mrs Miller) presented petition No. 55, not conforming with Standing Orders, from 35 petitioners relating to the funding by government of the Croc Festival to be held in Katherine. (Paper 1260)

4. MINISTERIAL REPORTS:
- ATSIC Abolition: The Chief Minister (Ms Martin) reported on the proposed abolition of ATSIC by the federal Leader of the Opposition should he win the next federal election.
Mr Elferink responded thereto.
Ms Martin responded accordingly.
Brunei Trade Delegation 2004/2005: The Minister for Asian Relations and Trade (Mr Henderson) reported on the visit by a Northern Territory trade delegation to attend the Brunei International Trade Exhibition 2004/2005.
Mr Mills responded thereto.
Community Development, Stronger communities: The Minister for Community Development (Mr Ah Kit) reported on an increase of 13 Community Development Officers appointed to the Department of Community Development to facilitate development of stronger governance in communities in remote regions.
Mr Elferink responded thereto.
Mr Wood responded thereto.
Mr Ah Kit responded accordingly.
Multicultural Awards and Harmony Day 2004: The Minister for Ethnic Affairs (Mr Vatskalis) reported on the celebration of Harmony Day 2004 and Multicultural Awards 2004.
Dr Lim responded thereto.
Mr Vatskalis responded accordingly.

5. HIGHER EDUCATION BILL 2004 (Serial 215):
- The Minister for Employment, Education and Training (Mr Stirling), pursuant to notice, presented a Bill for an Act about approvals and accreditations for providing higher education in the Territory.
Bill read a first time.
Mr Stirling moved – That the Bill be now read a second time.
Debate ensued.
On the motion of the Member for Blain (Mr Mills) debate was adjourned.
- Suspension of Standing Orders: That so much of the Standing Orders be suspended as would prevent Bills entitled – Uncollected Goods Bill 2004 (Serial 217) and Uncollected Goods (Consequential Amendments) Bill 2004 (Serial 218) –
(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and
(b) the consideration of the Bills separately in the committee of the whole.

Dr Toyne, pursuant to notice, presented a Bill for an Act about the disposal of uncollected goods under bailment,; and a Bill for an Act to amend legislation consequent on the enactment of the Uncollected Goods Act 2004.

Statement by Speaker: The Speaker advised Members of recent events in parliament last week –
- We were visited by over 250 students ranging from Years 4 to 7 from Wagaman, Woodroofe, Holy Spirit and Leanyer Primary Schools were welcomed to parliament house by Minister Henderson, Dr Burns, Mr Mills, Mr Kiely and Ms Lawrie last week.
Students participated in role plays conducted by Anna-Maria Socci and toured the building with Ms Catherine Turner and Ms Liz McFarlane.
We have had excellent feedback from the schools.
