- The Chief Minister (Ms Martin) laid on the Table a copy of the Administrative Arrangements Order for government, Northern Territory Government Gazette No. S 18, dated 18 October 2002. (Paper 673)
The Chief Minister (Ms Martin), by leave, made a statement informing the Assembly of Ministers and the administrative arrangements of Government.

Public Accounts Committee
(a) the Member for Johnston (Dr Burns) be discharged from service on the Public Accounts Committee and that the Member for Karama (Ms Lawrie) be appointed in his stead;

- The Speaker laid on the Table her Warrant nominating Deputy Chairmen of Committees.

- The Speaker advised Members of the presence in the public gallery of Ms Gilly Mathieson, a BBC Scotland journalist visiting Darwin as part of a Winston Churchill fellowship to conduct interviews of Members for her project on political journalism in Spain, Canada and Australia.
The Speaker further advised Members of the presence in the public gallery of Katherine High School, Year 8/9, students accompanied by their teacher, Ms Chris Shaw.
On behalf of all Members the Speaker extended a warm welcome to the visitors.
7. PETITION:
- The Member for Araluen (Ms Carney), by leave, presented a petition, not conforming with Standing Orders, from 378 petitioners relating to the Women’s Information Centre. (Paper 674)

8. STATEMENT – BROADCASTING OF PROCEEDINGS FOR DEBATE ON EAST TIMORESE ASYLUM SEEKERS:
- The Speaker advised Members that her permission had been granted for various media to broadcast with sound and vision the Chief Minister’s motion and Members debate on the motion relating to the plight of the East Timorese asylum seekers in the Chamber today.
9. MINISTERIAL REPORTS:
- Timor Sea Gas Project: The Chief Minister (Ms Martin) made a report on marketing of LNG to Sunrise customers.
Mr Burke responded thereto.
Ms Martin responded accordingly.
Crime Statistics, Quarterly: The Attorney-General and Minister for Justice (Dr Toyne) made a report on the quarterly crime statistics issued by Police and the down turn of crime in the community.
Mr Burke responded thereto.
Dr Toyne responded accordingly.
Central Australian Bushfires: The Minister for Lands (Mr Vatskalis) made a report on the recent extent of bushfires in Central Australia and the efforts of volunteer fire fighters.
Mr Elferink responded thereto.
Mr Vatskalis responded accordingly.
Airline Capacity into the Northern Territory: The Minister for Tourism (Dr Burns) made a report on the increase in airline flights and seat capacity by Qantas and other airlines to Darwin.
Ms Carney responded thereto.

- The Speaker advised Members of the presence in the public gallery of senior members of the East Timorese community.
On behalf of all Members the Speaker extended a warm welcome to the visitors.
- The Chief Minister (Ms Martin), by leave, moved – That this Assembly -
(a) acknowledge the substantial contribution members of the East Timorese community have made to the Northern Territory community over many years;
(b) supports the East Timorese asylum seekers living in Darwin who are in the process of being served with deportation orders by the federal government;
(c) extends its support to those affected families, some of whom are facing having their family permanently separated because of the federal government's decision to deport individual family members in some instances;
(d) supports the Northern Territory government and its Agencies in assisting these East Timorese families in their efforts to remain in Darwin;
(e) commend the individuals, businesses and community organisations that are supporting the East Timorese people affected by the deportation orders;
(f) requests the Federal Immigration Minister to grant a favourable assessment on each application and consider the unique and compelling reasons this group of East Timorese Territorians has for remaining in Darwin;
(g) call on the Territory’s federal parliamentary representatives to actively support this motion and the applications of the deportees to the Federal Immigration Minister; and
(h) request the Speaker to forward the terms of this motion and associated debate to the President of the Senate and Speaker of the House of Representatives of the Australian Federal Parliament.

Dr Burns: To move - That the Environment and Sustainable Development Committee inquire into and report on the following two references –
- 1. The efficacy of the establishment of an Environmental Protection Agency for the Northern Territory inclusive of but not restricted to –
- (a) arguments for and against the establishment of an Environmental Protection Agency for the Northern Territory;
(b) options for the structure of an Environmental Protection Agency, taking account of the demographic, geographic and financial context of the Northern Territory;
(c) and if a particular model is recommended, options for its staged introduction.
2. Issues associated with the progressive entry into the Northern Territory of cane toads.
- 1. A Sessional Committee to be known as the Environment and Sustainable Development Committee be appointed.
2. Unless otherwise ordered, the membership of the Committee comprise three members to be nominated by the Chief Minister, two members to be nominated by the Leader of the Opposition and one independent member and that the Committee shall elect a government member as Chair.
3. The Committee shall be empowered, unless otherwise ordered, to inquire into and from time to time report upon and make recommendations on matters referred to it by the relevant minister or resolution of the Legislative Assembly on any matter concerned:
- (a) with the environment or how the quality of the environment might be protected or improved;
- (b) with the sustainable development of the Northern Territory.
4. The Committee be empowered to send for persons, papers and records, to sit in public or in private session notwithstanding any adjournment of the Assembly, to adjourn from place to place and have leave to report from time to time its proceedings and the evidence taken and make such interim recommendations as it may deem fit, and to publish information pertaining to its activities from time to time;
5. The Committee be empowered to consider, disclose and publish the minutes of proceedings, evidence taken and records of similar committees appointed in previous Assemblies;
6. The Committee be empowered to publish from day to day such papers and evidence as may be ordered by it and, unless otherwise ordered by the Committee, a Daily Hansard be published of such proceedings as do take place in public; and
7. The Committee have power to appoint subcommittees consisting of 2 or more of its members and to refer to any such subcommittee any matter which the Committee is empowered to examine and that the quorum of a subcommittee shall be 2.
8. The foregoing provisions of this resolution, so far as they are inconsistent with the Standing Orders, have effect notwithstanding anything contained in the Standing Orders.

The Leader of the Opposition (Mr Burke) in moving a motion to censure the former Minister for Police Fire and Emergency Services (Mr Stirling) –
The Leader of government Business (Mr Henderson) informed the Assembly that the Government accepted the motion as a censure motion, pursuant to Standing Order 95.
The Leader of Government Business (Mr Henderson) asked that further questions be placed on the Written Question Paper.
- The Leader of the Opposition (Mr Burke) thereupon moved – That the Assembly censure the Member for Nhulunbuy, the former Minister for Police, Fire and Emergency Services and the Member for Wanguri, the current Minister for Police, Fire and Emergency Services for their total failure to provide adequate resources to the police in order to ensure the safety and protection of Territorians.
In particular they deserve censure for:
1. Deceiving Territorians as to the true picture of the level of crime in the Territory;
2. Failing to provide the ten extra police they promised in 2001/2002;
3. Failing to put in place policies to recruit a further ten additional police in 2002/2003;
4. Allowing police numbers to fall since they became the responsible Ministers;
5. Misleading Territorians in claiming there are sufficient police on the beat; and
6. Totally failing to take responsibility for the appalling lack of police resources that they and they alone have responsibility for; and,
7. Their abject failure to support the dedicated and hard-working serving officers of the Northern Territory Police, Fire and Emergency Services.
