- The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MINISTERIAL REPORTS:
- Training Programs, Alice Springs: The Minister for Employment, Education and Training (Mr Stirling) reported on progress in vocational education training programs especially in Central Australia together with apprentice trainees and trade areas of training.
Mr Mills responded thereto.
Mr Stirling responded accordingly.
Indigenous Consumer Affairs Issues: The Minister for Health (Dr Toyne) reported on the Territory 's development of a strategy to promote consumer strategies for indigenous consumers as part of a National Indigenous Consumer Strategy.

October Business Month 2005: The Minister for Business and Economic Development (Mr Henderson) reported on the calendar of events promoted and conducted to support Territory businesses in their development and expansion.

4. PETROLEUM (SUBMERGED LANDS) AMENDMENT BILL 2005 (Serial 26):
- The Minister for Mines and Energy (Mr Vatskalis), pursuant to notice, presented a Bill for an Act to amend the Petroleum (Submerged Lands) Act.
Bill read a first time.
Mr Vatskalis moved - That the Bill be now read a second time.

- The Minister for Local Government (Mr McAdam), pursuant to notice, presented a Bill for an Act to amend the Northern Territory Aboriginal Sacred Sites Act.

- Suspension of Standing Orders - pass Bill through all stages: The Minister for Local Government (Mr McAdam), pursuant to notice, moved - That so much of Standing Orders be suspended as would prevent the Cemeteries Amendment Bill 2005 (Serial 28), passing through all stages this sitting day.

Suspension of sittings: The sittings of the Assembly was suspended between 12.03pm to 2pm.

- Visitors: The Speaker advised Members of the presence in the Public Galleries of representatives from the NT Cancer Council, NT Cancer Voice, Dragons Abreast and Business Month visitors from Darwin and Palmerston.

Member suspended: The Speaker (Mrs Aagaard), pursuant to Standing Order 240A, ordered the Member for Greatorex (Dr R Lim) at 2.42pm to withdraw from the Chamber for a period of one hour on account of his refusal to accept the decision of the Chair to cease his disorderly behaviour. Dr Lim withdrew forthwith.
