1. MEETING:
      The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 30 November 2006. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS - KENBI DANCERS:
      The Speaker advised Members of the presence in the Gallery of the Kenbi Dancers led by Mr Richard Koolpinyah Barnes and organised by Mr Kelvin Costello and thanked them for their performance in the Chamber earlier this day.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.
4. VISITORS - CHINESE NEW YEAR CELEBRATIONS:
      The Speaker advised Members of the presence in the Speaker's Gallery of Chinese Community members to witness the performance of Chung Wah Chinese Lions performing in the Chamber celebration of Chinese New Year.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

5. VISITORS - CHARLES DARWIN UNIVERSITY STUDENTS:
      The Speaker advised members of the presence in the Gallery of Charles Darwin University TAFE Certificate III students in General Education for adults accompanied by Ms Lorraine Sushames.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

            Responses to petitions: The Clerk, pursuant to Standing Order 100A, laid on the Table responses to petitions Numbered 39, 40, 41, 42, 44, 49, 50 and 51 relating to respectively, the sale and use of fireworks by private individuals on Territory Day; Police station for Plaza at Karama; after hours bulk-billing services at Farrar Medical Centre, Palmerston; Closure of Farrar Medical Centre; after hours bulk-billing services at Farrar Medical Centre; Lot 5994 (Little Mindil) Open Space zoning; (CCTV) monitoring in Todd Mall Alice Springs; Dundee Beach electrification of Stage 1A; and proposed development on Lot 7717 Dalgety Road, Town of Alice Springs.         9. MINISTERIAL REPORTS:
            Visit to Japan and Timor Sea Gas Supplies: The Chief Minister (Ms Martin) reported on her recent visit to Japan to discuss petrochemical investment and Timor Sea reserves development opportunities of the Territory.
            Ms Carney responded.
            Mr Wood responded.
            Ms Martin replied.

            Road Safety Measures: The Minister for Infrastructure and Transport (Ms Lawrie) reported on road funding and new traffic laws.
            Mrs Miller responded.

            Health Services and Nurse Recruitment Campaign: The Minister for Health (Dr Burns) reported on a successful health services recruitment campaign.

            Climate Projections for the Territory - Government Response: The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) reported on CSIRO projections for climate change for the Territory.

            The Order 0f the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -
