1. MEETING:
      The Assembly met at 10am. The Acting Speaker (Mr Knight) took the Chair.

2. PRAYERS.

3. PETITIONS:
      The Member for Greatorex (Dr Lim) presented petition No. 46 from 404 petitioners praying the handover of 48 Territory owned parks be rescinded (Paper 668).
      Petition read.

      The Member for Goyder (Mr Warren) presented petition No. 47 from 175 petitioners requesting that the proposed rezoning of sections of 3230, 3231, 3055 and 3056 at Dundee Beach from community purposes is not approved (Paper 669).
      Petition read.
4. MINISTERIAL REPORTS:
      Australian Institute of Management Awards: The Chief Minister (Ms Martin) reported on the conduct of the 16th Australian Institute of Management Awards 2006 at Skycity Casino.
      Mr Mills responded.

      Insurance Industry, Public Liability Premiums: The Treasurer (Mr Stirling) reported on the fall of public liability insurance premiums to Territory businesses.

      Aboriginal Areas Protection Authority: The Minister for Local Government (Mr McAdam) reported on the operation of the Aboriginal Areas Protection Authority.

      The Leader of Government Business (Mr Henderson) asked that further questions be placed on the Written Question Paper.
5. PERSONAL EXPLANATION:
      The Member for Blain (Mr Mills) responded to accusations of plagiarism made by the Minister for Education (Mr Henderson) during debate yesterday relating to proposed CLP policy of "Traffic Light" ideas for identifying food groups sold by school canteens.

6. BUSINESS NAMES BILL 2006 (Serial 73):
      The Minister for Justice and Attorney-General (Mr Stirling), pursuant to notice, presented a Bill for an Act about the registration of business names.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time.

7. POISONS AND DANGEROUS DRUGS AMENDMENT BILL 2006 (Serial 74):
      The Minister for Health (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Poisons and Dangerous Drugs Act.
      Bill read a first time.
      Dr Burns moved - That the Bill be now read a second time.
      Debate ensued.

8. BIOLOGICAL RESOURCES BILL 2006 (Serial 69):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

9. AUSTRALIA'S NUCLEAR WASTE, THE REAL STORY - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT AND MOTION:
      The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) made a statement relating to the a proposed National Radioactive Waste Facility in the Northern Territory.
      Ms Scrymgour, by leave, moved - That the Assembly take note of the statement,

      And -

      That,

      1. The Assembly demand the Commonwealth Government:
          (a) honour its election promise to not locate a nuclear waste dump in the Northern Territory;

          (b) confirm that the waste which Australia will receive from France includes waste generated in other countries and includes plutonium;

          (c) cease all action to establish a nuclear waste dump in the Northern Territory while they are considering our nuclear future;

          (d) commit to a clear, open and transparent scientific process for determining the best storage or disposal solution for nuclear waste; and

          (e) respect the sovereignty of the Northern Territory and this parliament;

      2. The Assembly condemns the Commonwealth government for misleading the people of Australia about the type and source of nuclear waste to be returned to Australia.

      The Minister for Public Employment (Mr Henderson) provided additional information to a question asked earlier this day by the Member for Blain (Mr Mills) relating to FTE Full Time Equivalent positions retained as part of the structure of the Northern Territory Public Service.
