1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. LEAVE OF ABSENCE - MEMBER FOR MACDONNELL:
      The Leader of Government Business (Ms Lawrie) moved - That leave of absence be granted to the Member for Macdonnell (Ms Anderson) for this day.

4. MINISTERIAL REPORTS:
      Aboriginal Land Permits System: The Chief Minister (Mr Henderson) reported on the proposed reintroduction of the Aboriginal Permit System for entry onto Aboriginal land and communities.
      Mr Mills responded.
      Mr Wood responded.
      Mr Henderson replied.

      Heritage and Collection of NT Library: The Minister for Local Government (Mr Knight) reported on the NT Library collection of historical and heritage materials of the Territory.

      Youth Round Table 2008: The Minister for Young Territorians (Mr Bonson) reported on the conduct of the next Youth Round Table program for 2008.

5. LOCAL GOVERNMENT BILL 2008 (Serial 129):
      The Minister for Local Government (Mr Knight), pursuant to notice, presented a Bill for an Act to provide for, and regulate, local government.
      Bill read a first time.
      Mr Knight moved - That the Bill be now read a second time.
      Debate ensued.

6. CRIMINAL CODE AMENDMENT (ASSAULTS ON DRIVERS OF COMMERCIAL PASSENGER VEHICLES) BILL 2008 (Serial 138):
      The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Criminal Code Act.
      Bill read a first time.
      Dr Burns moved - That the Bill be now read a second time.
      Debate ensued.

7. CRIMINAL CODE AMENDMENT (DRINK OR FOOD SPIKING) BILL 2008 (Serial 137):
      The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Criminal Code Act.
      Bill read a first time.
      Dr Burns moved - That the Bill be now read a second time.
      Debate ensued.

      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      On the motion of the Minster for Justice and Attorney-General (Dr Burns) the Bill was read a third time and passed to be a proposed law.

9. JUSTICE LEGISLATION AMENDMENT BILL (No. 3) 2007 (Serial 126):
      The Order of the Day having been read for the resumption of debate on the question - That the Bill be now read a second time -

      The Assembly resolved itself into Committee of the Whole for consideration of the Bill.

      The Chief Minister (Mr Henderson) made a statement relating to the Territory contributions to reducing greenhouse gas emissions and other measures to reduce climate change.
      Mr Henderson moved - That the Assembly take note of the Statement.

12. SESSIONAL COMMITTEE ON SPORT AND YOUTH, PROGRESS REPORT - MOTION TO NOTE REPORT:
      The Chairman elect of the Sessional Committee on Sport and Youth (Mr Hampton) made a progress report in relation to the terms of reference provided to the Committee.
      Mr Hampton moved - That the Assembly take note of the Report.
      Debate ensued.
      On the motion of the Member for Katherine (Mrs Miller) debate was adjourned.
13. NEXT MEETING:
      The Leader of Government Business (Ms Lawrie) moved - That the Assembly at its rising adjourn until Tuesday 29 April 2008 at 10am or such other time and/or date as may be set by the Speaker, pursuant to Sessional Order.
