1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. ROUTINE OF BUSINESS, ORDER OF BUSINESS:
      The Leader of Government Business (Mr Henderson) moved – That the Routine of Business of the Assembly be rearranged or suspended, if a question or debate is before the Chair, so as to permit a response to the Budget 2006/2007 by the Leader of the Opposition at 11am this day.
      Question – put and passed.

4. VISITORS:
      The Speaker advised Members of the presence in the public galleries of Year 3 and Year 4 students from Driver Primary School, accompanied by Mr Art Libien.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

5. MINISTERIAL REPORTS:
      Business and Skill Migration to the Territory: The Minister for Business and Economic Development (Mr Henderson) reported on trainee and apprenticeship skill requirements and the need to increase business and skill migration to the Territory.
      Mr Mills responded.
      Mr Henderson responded.

      Public Housing Stock, Longevity: The Minister for Housing (Mr McAdam) reported on the need to increase the longevity of public housing stock for indigenous tenants by improving the repairs and maintenance program.
      Dr Lim responded.

      Mr McAdam responded.

      Northern Territory Workplace Advocate: The Minister for Public Employment (Dr Burns) reported on the creation of the N T Workplace Advocate to enable Territory workers to obtain assistance in respect of the WorkChoices legislation of the Commonwealth.

      Pastoral Industry Survey: The Minister for Primary Industry and Fisheries (Mr Vatskalis) reported on the conduct of a Pastoral Industry Survey to assess the productivity and performance of the Territory's primary industry.

6. JUSTICE LEGISLATION AMENDMENT BILL 2006 (Serial 49):

      The Order of the Day having been read for the resumption of debate on the question, pursuant to resolution passed earlier this day to allow the Leader of the Opposition to respond to the Budget 2006/2007 at 11am - That the Bill be now read a second time -
      The Leader of the Opposition (Ms Carney) thereupon delivered her response to the 2006/2007 Budget.
      On the motion of the Leader of Government Business (Mr Henderson) debate was adjourned.

13. POWER AND WATER CORPORATION STATEMENT OF CORPORATE INTENT 2006/2007 - PAPER TABLED - PAPER REFERRED TO GOVERNMENT OWNED CORPORATIONS SCRUTINY COMMITTEE:
      The Treasurer (Mr Stirling) laid on the Table the Power and Water Corporation Statement of Corporate Intent 2006/2007 (Paper 440).
      Mr Stirling made a statement relating thereto.
      Mr Stirling moved - That the Power and Water Corporation Statement of Corporate Intent 2006/2007 be referred for consideration by the Government Owned Corporations Scrutiny Committee to be established to examine the 2006/2007 operations of the Power and Water Corporation.

14. EXPUNCTION OF WORDS FROM HANSARD - STATEMENT BY SPEAKER:
      The Speaker advised Members that her attention had been drawn to the contents of a document quoted from by the Member for Greatorex, Dr Lim, in his speech on the motion for adjournment of the Assembly last night.

      The Speaker had considered the contents of the document quoted from and was of the opinion that the words used by the member were highly disorderly.

      Accordingly, the Speaker ordered that the words used by the member in quoting from that document be expunged from the Parliamentary Record, pursuant to Standing Order 62(2).
15. ADJOURNMENT:
      The Minister Police, Fire and Emergency Services (Mr Henderson) moved - That the Assembly do now adjourn.
