Minutes of Proceedings - 2007-08-23

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the public galleries of Tennant Creek High School students, Year 11.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

4. MINISTERIAL REPORTS:
      Media Delegation From China: The Chief Minister (Ms Martin) reported on visit by a media delegation from China who will be making promotional materials and film of the Territory for tourism promotion in China.
      Mr Mills responded.
      Ms Martin replied.

      Increased Airline Passenger Services: The Minister for Tourism (Mr Henderson) reported on the Territory's program of activities in growing airline flights into the Territory.
      Mr Conlan responded.
      Mrs Braham responded.
      Mr Henderson replied.

      Telstra 2007 IT Industry Awards: The Minister for Corporate and Information Services (Mr McAdam) reported on the success of the growing IT industry in the Territory with the announcement of the winner of the Telstra ICT Business Award 2007 being won by SRA Company.
      Ms Carney responded.

      Ministerial Reports noted, pursuant to Standing Order.

5. BAIL AMENDMENT BILL 2007 (Serial 107):
      The Treasurer (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend the Bail Act.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time.
      Debate ensued.

6. TAXATION ADMINISTRATION BILL 2007 (SERIAL 108), FIRST HOME OWNER GRANT AMENDMENT BILL 2007 (SERIAL 109), PAY-ROLL TAX AMENDMENT BILL 2007 (SERIAL 110) REVENUE LAW REFORM (STAMP DUTY) BILL 2007 (SERIAL 111):
      The Treasurer (Mr Stirling), pursuant to notice, moved - That so much of Standing Orders be suspended as would prevent four Bills entitled,

      Taxation Administration Bill 2007 (Serial 108), First Home Owner Grant Amendment Bill 2007 (Serial 109), Pay-roll Tax Amendment Bill 2007 (Serial 110) Revenue Law Reform (Stamp Duty) Bill 2007 (Serial 111),

      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the Committee’s report stage; and the third readings of the Bills together; and

      (b) the consideration of the Bills separately in the Committee of the Whole.

      Mr Stirling, pursuant to notice, presented a Bill for an Act to make general provision for the administration and enforcement of taxation laws, a Bill for an Act to amend the First Home Owner Grant Act, a Bill for an Act to amend the Pay-roll Tax Act and a Bill for an Act to repeal the Stamp Duty Act and to amend the Taxation (Administration) Act.

11. SPORT AND RECREATION FACILITIES - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Sport and Recreation (Mr Vatskalis) made a statement relating to the development and construction of sporting and recreation facilities and their enhancement of the wellbeing of all Territorians.
      Mr Vatskalis moved - That the Assembly take note of the Statement.
