Minutes of Proceedings - 2005-08-25

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable Mrs J. L. Aagaard, took the Chair.

2. PRAYERS.

3. PRESENTATION OF ADDRESS-IN-REPLY TO THE ADMINISTRATOR:
      The Speaker advised Member that it was her intention to present the Address-in-Reply to His Honour the Administrator at 11am today and invited all Members to accompany her at this time.

4. PETITION:
      The Member for Daly (Mr Knight) presented petition No. 4, from 512 petitioners requesting reinstatement of a pedestrian crossing at the Adelaide River Heritage Precinct to cross over the North Australian Railway track (Paper 195).
      Petition read.
5. MINISTERIAL REPORTS:
      Industry and Investment in the Territory: The Minister for Business and Economic Development (Mr Henderson) reported on the economic development and encouragement of investment in the Northern Territory being undertaken by government.
      Paper tabled: Mr Henderson laid on the Table the following Paper -
Northern Territory Industry Sector Snapshots 2005 by Department of Business, Industry and Development (Paper 204).

      Mrs Miller responded thereto.
      Mrs Braham responded thereto.
      Mr Henderson responded accordingly.

      Telstra Art Award 2005 (NATSIAA): The Minister for Arts and Museums (Ms Scrymgour) reported on the conduct, on Friday 12 August 2005, of the Telstra Arts Award (NATSIAA) night celebrating Aboriginal art.
      Mr Mills responded thereto.

      Northern Territory Institute of Sport Scholarships 2005/2006: The Minister for Sport and Recreation (Ms Lawrie) reported on the scholarship holders for the Northern Territory Institute of Sport 2005/2006 and the success of past and current scholarship holders.
      Mr Mills responded thereto.
      Ms Lawrie responded accordingly.

      Ministerial Reports noted, pursuant to Sessional Order.

6. DOMESTIC VIOLENCE AMENDMENT (POLICE ORDERS) BILL 2005 (Serial 17):
      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend the Domestic Violence Act, and for related purposes.
      Bill read a first time.
      Dr Toyne moved - That the Bill be now read a second time.
      Debate ensued.
      Explanatory Statement: Dr Toyne laid on the Table an Explanatory Statement relating to the Domestic Violence Amendment (Police Orders) Bill 2005 (Serial 17) (Paper 196).
      On the motion of the Leader of the Opposition (Ms Carney) debate was adjourned.

      Suspension of sittings: The sittings of the Assembly was suspended between 10.38am and 2pm.
      ___________

      Visitors: The Speaker advised Members of the presence in the public galleries of members of the Committee of the Darwin Legacy Widows, members of the NT Carers Association, Senior Citizens from the electorate of Drysdale and interstate visitors.
      The Speaker extended a warm welcome to the visitors, on behalf of all Members.
7. ADDRESS-IN-REPLY - PRESENTATION TO ADMINISTRATOR:
      The Speaker advised Members that, accompanied by honourable Members I attended upon his Honour the Administrator this day and there and then presented to him the Address-in-Reply to the speech his Honour delivered on the occasion of the opening of the Tenth Assembly, and that his Honour had been pleased to make the following reply:
          Madam Speaker, thank you for your Address-in-Reply which you have presented to me.

          It will afford me great pleasure to convey to Her Most Gracious Majesty the Queen, through the Governor-General, the message of loyalty of the Legislative Assembly of the Northern Territory of Australia to which the Address gives expression.

9. MATERNAL AND CHILD CARE - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Health (Dr Toyne) made a statement relating to the government commitment to improving the health of children and mothers.
      Dr Toyne moved - That the Assembly take note of the Statement.
      Debate ensued.
      Question - put and passed.
10. HOMENORTH EXTRA HOUSING SCHEME - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Housing (Mr McAdam) made a statement relating to the government initiatives in revising the HomeNorth Housing Scheme to provide the home ownership needs of Territorians.
      Mr McAdam moved - That the Assembly take note of the Statement.
      Debate ensued.
      Question - put and passed.
11. NEXT MEETING:
      The Leader of Government Business (Mr Henderson) moved - That the Assembly at its rising adjourn until Tuesday 11 October 2005 at 10am or such other time and/or date as may be set by the Speaker, pursuant to Sessional Order.

12. ADJOURNMENT:
      The Leader of Government Business (Mr Henderson) moved - That the Assembly do now adjourn.
