    1. MEETING:
        The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 29 March 2012. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    3. MESSAGE FROM THE ADMINISTRATOR – MESSAGE NO. 33, APPROPRIATION BILL (2012/2013) BILL 2012:
        The Speaker advised Members of receipt of the following Message from Her Honour the Administrator:

    Recommending Appropriation (2012/2013) Bill 2012

    I, SALLY GORDON THOMAS, Administrator of the Northern Territory of Australia, under section 11 of the Northern Territory (Self-Government Act) 1978 (Cth), recommend to the Legislative Assembly a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2013.

    4. PETITIONS:
        Responses: The Clerk, pursuant to Standing Order 100A, presented a response to Petition No. 59 relating to Local Government reform for Dundee Beach, Cox Peninsula and Marrakai, had been received and a copy would be included in the Hansard record and placed on the legislative Assembly website (Paper 1782).

    5. ROUTINE OF BUSINESS, ORDER OF BUSINESS - TREASURER'S BUDGET SPEECH 2012-2013 – MOTION AGREED TO:
        The Leader of Government Business (Dr Burns), by leave, moved – That the Routine of Business of the Assembly, Government Business - Notices and Orders of the Day, be rearranged or suspended, if a question or debate is before the Chair, so as to permit the Treasurer to deliver the Budget 2012/2013 at 11am this day.

    6. ROUTINE OF BUSINESS, ORDER OF BUSINESS - LEADER OF OPPOSITION RESPONSE TO BUDGET 2012/2013 – MOTION AGREED TO:
        The Leader of Government Business (Dr Burns), by leave, moved - That the Routine of Business of the Assembly, Government Business - Notices and Orders of the Day, be rearranged or suspended, if a question or debate is before the Chair, so as to permit a response to the Budget 2012/2013 by the Leader of the Opposition at 11am on Wednesday, 2 May 2011.

    7. HEALTH PRACTITIONER (NATIONAL UNIFORM LEGISLATION) IMPLEMENTATION BILL 2012 (Serial 207):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

    8. BROADCAST OF BUDGET SPEECH 2012-2013 - STATEMENT BY SPEAKER:
        The Speaker advised Members that her permission had been given for -

    the Northern Territory News to take photographs; and
    the Assembly to resume after the luncheon suspension today at 2.30pm.
      9. VISITORS:
          The Speaker advised Members of the presence in the, Speaker’s Gallery of –
      Ms Jennifer Prince, under Treasurer and Ms Jodie Kirkman, Northern Territory Treasury; and
      Former Member for Nightcliff, Ms Dawn Lawrie and the mother of the Treasurer, together with the sister of the Treasurer, Lieutenant Commander Dianne Lawrie.
          The Speaker further advised Members of the presence in the public galleries of –
      Bees Creek Primary School Year 5/6 students accompanied by Miss Gibbs and Miss Phillips.

          On behalf of all Members the Speaker extended a warm welcome to the visitors.
      10. APPROPRIATION (2012/2013) BILL 2012 (Serial 208):
          The Treasurer (Ms Lawrie) presented a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the financial year ending 30 June 2013, the subject of Her Honour the Administrator’s Message No. 33, notified earlier this day.
          Bill read a first time.
          Ms Lawrie moved – That the Bill be now read a second time.

          Suspension of Member: The Member for Port Darwin (Mr Elferink) having been warned by the Speaker about interjections and then having raised a frivolous points of order -
          The Speaker (Mrs Aagaard) thereupon ordered the Member for Port Darwin (Mr Elferink) to withdraw from the Chamber for a period of one hour, pursuant to Standing Order 240A, effective from 2.36pm.
          Accordingly the Member for Port Darwin (Mr Elferink) withdrew from the Chamber.

      14. COUNCIL OF TERRITORY CO-OPERATION – FINAL REPORT, MAY 2012 - REPORT TABLED – REPORT NOTED:
          The Chair of the Council of Territory Co-Operation (Mr Wood) laid on the Table the Final Report of the Council of Territory Co-Operation, May 2012 (Paper 1791).
          Mr Wood moved – That the Assembly take note of the Report.

      15. MATTER OF PUBLIC IMPORTANCE – CARBON TAX IMPACT ON TERRITORIANS:
          The Speaker advised the Assembly the Member for Braitling (Mr Giles) had proposed the following definite Matter of Public Importance for discussion this day:
              The impact of the introduction of the Carbon Tax on the people of the Northern Territory.

          The proposed discussion having received the necessary support –
          Discussion ensued.
          Discussion concluded.
