1. MEETING:
- The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 23 February 2012. The Speaker, the Honourable J. L. Aagaard, took the Chair.
2. PRAYERS.
3. COMMONWEALTH DAY MESSAGE 2010:
- The Speaker laid on the Table the Commonwealth Day Message 2012 from Her Majesty the Queen, dated 2012 (Paper 1749).
The Speaker advised Members that on their behalf the Commonwealth Day Message would be incorporated in the Hansard record.
4. VISITORS:
- The Speaker advised Members of the presence in the public galleries of St Paul’s Catholic Primary School Year 5 students accompanied by Ms Pollon and and Mr Van Gurp.
On behalf of all Members the Speaker extended a warm welcome to the visitors.
5. PETITIONS:
- Responses: The Clerk, pursuant to Standing Order 100A, presented a response to Petitions No. 56 and 58 relating to respectively, public housing in Muirhead Breezes suburb bushland off Fitzmaurice Drive, Leanyer and Territory Housing Head Street complex, security gates installation (Paper 1750).
6. WITHDRAWAL OF NOTICES:
- The Clerk advised Members that General Business, Notices standing in the name of the Member for Braitling (Mr Giles) as follows were withdrawn pursuant to Standing Order 103 –
The Northern Territory Government be condemned for failing to address the Territory’s infrastructure requirements;
The Northern Territory Government be condemned for failing to address anti-social behaviour and crime in bad public housing properties; and
The Northern Territory Government be condemned for its failures to address crime and anti-social behaviour in Alice Springs.
- The Speaker laid on the Table a letter addressed to all Members –
8. DISABILITY SERVICES AMENDMENT BILL 2012 (Serial 196):
- The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

Suspension of Member: The Member for Fong Lim (Mr Tollner) having been warned by the Speaker about his unruly interjections and then having continued to raise frivolous points of order -
The Speaker (Mrs Aagaard) thereupon ordered the Member for Fong Lim (Mr Tollner) to withdraw from the Chamber for a period of one hour, pursuant to Standing Order 240A, effective from 2.13pm.
Accordingly the Member for Fong Lim (Mr Tollner) withdrew from the Chamber.

Additional answer: The Minister for Public and Affordable Housing (Dr Burns) provided further information to a question asked by Ms Purick earlier this day in regard to cost of rents for three bedroom houses.
The Leader of Government Business (Dr Burns) asked that further questions be placed on the Written Question Paper.

Travel Report – Remuneration Tribunal Determination Paragraph 3.14 (Interstate): Travel Report by the Member for Brennan (Mr Chandler) pursuant to the Remuneration Tribunal Determination Paragraph 3.14 – Interstate Travel to New South Wales, 1 to 5 March 2012, to attend meetings with NSW Minister for Education re Gonski report and related education issues, letter dated 4 March 2012 (Paper 1754).
16. AUDITOR-GENERAL’S MARCH 2012 REPORT TO THE LEGISLATIVE ASSEMBLY – PAPER TABLED – MOTION TO NOTE REPORT:
- The Speaker presented the Auditor-General’s March 2012 Report to the Legislative Assembly (Paper 1753).
The Minister for Health (Mr Vatskalis) on behalf of and at the request of the Chief Minister (Mr Henderson) moved – That the Report be printed.
Question – put and passed.
The Minister for Health (Mr Vatskalis) on behalf of and at the request of the Chief Minister (Mr Henderson) moved – That the Assembly take note of the Report and that he have leave to continue his remarks at a later hour.

17. GONE TOO SOON: A REPORT INTO YOUTH SUICIDE IN THE NORTHERN TERRITORY – REPORT TABLED – MOTION TO NOTE REPORT:
- The Chair of the Select Committee on Youth Suicide (Ms Scrymgour) laid on the Table a Report, Gone Too Soon: A Report Into Youth Suicide In The Northern Territory, March 2012 (Paper 1755).
Ms Scrymgour made a statement relating thereto.
Ms Scrymgour moved – That the Assembly take note of the Report and that she have leave to continue her remarks at a later hour.

18. BUILDING ON OUR STRENGTHS – A FRAMEWORK FOR ACTION FOR WOMEN IN THE NORTHERN TERRITORY 2008/2012 – SECOND PROGRESS REPORT 2010/2012 – REPORT TABLED – MOTION TO NOTE REPORT:
- The Minister for Children and Families (Ms McCarthy) laid on the Table the following Report -
Ms McCarthy made a statement relating thereto.
Ms McCarthy moved – That the Assembly take note of the Report and that she have leave to continue her remarks at a late hour.

Mr Elferink, by leave, responded.

19. MATTER OF PUBLIC IMPORTANCE – STRATEGIC PLANNING FOR PALMERSTON AND RURAL HEALTH NEEDS:
- The Speaker advised the Assembly the Member for Blain (Mr Mills) had proposed the following definite Matter of Public Importance for discussion this day:
- The requirement for long term strategic planning for the Palmerston and Rural area to meet future health and education needs.
The proposed discussion having received the necessary support –
