- MINUTES OF PROCEEDINGS - Monday 21 November 2011
1. MEETING:
- The Assembly met at 10am, pursuant to resolution of the Assembly, dated Thursday 27 October 2011. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. PETITIONS:
- Responses: The Clerk, pursuant to Standing Order 100A, presented a response to Petition No. 54 relating to 300/301 bus route from Alice Springs Hospital (Paper 1590).
- The Speaker advised Members of the presence in the public gallery of Rosebery Middle School, Year 7 students accompanied by Ms Franklin, Mr Ehrlich and Ms Angie.
On behalf of all Members the Speaker extended a warm welcome to the visitors.
- The Chief Minister (Mr Henderson), by leave, made a statement informing the Assembly of the alteration to ministerial portfolios held by Ministers Knight and Lawrie as follows and laid on the Table the Northern Territory Government Gazette No. S61, dated 28 October 2011 (Paper 1591).

Suspension of Standing Orders: And the Member for Port Darwin (Mr Elferink) in asking the question moved – That so much of Standing Orders be suspended as would prevent him censuring the Minister for Transport (Mr McCarthy) and the Attorney-General (Mr Knight) for failing to deliver procedural fairness in letting a ferry contract.
The Leader of Government Business (Dr Burns) informed the Assembly that the government accepted the motion as a censure motion, pursuant to Standing Order 95.
The Leader of Government Business (Dr Burns) asked that further questions be placed on the Written Question Paper.
- The Member for Port Darwin (Mr Elferink) moved – That this Assembly censure the Minister for Transport and the Attorney-General for conspiring to corrupt the tender process by involving themselves in the campaign to get rid of the current provider without providing procedural fairness in that process.
Debate ensued.
