4. CHILD PROTECTION (OFFENDER REPORTING AND REGISTRATION) LEGISLATION AMENDMENT BILL 2010 (Serial 133):
- The Minister for Justice and Attorney-General (Ms Lawrie), pursuant to notice, presented a Bill for an Act to amend the Child Protection (Offender Reporting and Registration) Act and Child Protection (Offender Reporting and Registration) Regulations.
Bill read a first time.

On the motion of the Minister for Primary Industry, Fisheries and Resources (Mr Vatskalis) the following amendment was agreed to, after debate -
Clause 9(2)
- omit, insert
- omit
land, including a mining tenement as defined in the Mining Act;
- land:
(a) including a person:
- (i) who holds a mineral title under the Mineral Titles Act authorising the person to conduct mining for minerals or extractive minerals on the land; or
(ii) who may exercise rights on the land under a non-compliant existing interest as defined in section 204(1) of that Act; but
Remainder of the Bill, by leave, taken as a whole and agreed to.
Bill to be reported with an amendment.

8. CHILD PROTECTION INQUIRY – MOTION TO NOTE REPORT AND STATEMENT:
- The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the “Growing them strong, together” Report of the Board of Inquiry into the Child Protection System in the Northern Territory and Statement made by the Chief Minister –

Mr Giles: To move – That, the Northern Territory Parliament tasks the Environment and Sustainable Development Committee with:
investigating the state of the current telecommunications services in the Northern Territory in regard to hardware and assesses the intentions of the rollout of the National Broadband Network in the Northern Territory;
investigating the costs of the roll-out of the National Broadband Network;
identifying the locations the National Broadband Network will be delivered to with the download capabilities and the type of infrastructure utilised;
analysing the impacts on the Territory regarding the impending changes to the Universal Service Obligation;
detailing the anticipated costs of residents in differing locations accessing National Broadband Network services in a residential and business capacity across a range of data downloads;
investigating competitive and technological alternatives to the NBN in delivering high speed broadband across the Territory; and
reporting back to Parliament by 31 January 2011.

- The Member for Port Darwin (Mr Elferink), pursuant to notice, moved – That, so much of Standing Orders be suspended as would prevent the Criminal Code Amendment (Penalties for Certain Assaults) Bill 2010 (Serial 113) previously in the name of Ms Carney –
- (a) be restored to the Notice Paper in my name; and
(b) the Bill be proceeded with at the stage it had previously reached.
