    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. VISITORS:
        The Speaker (Mrs Aagaard) advised Members of the presence in the public galleries of Malak Primary School Year 5/6 students accompanied by Miss Francis, Ms Wrench, Miss Sun, and Ms Hansen.
        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    4. PETITIONS:
        The Member for Katherine (Mr Westra van Holthe) presented petition No. 59, not conforming with Standing Orders, from 62 petitioners requesting that Dundee Beach, Cox Peninsula and Marrakai are supported to develop their own community structure of governance relating to local Government (Paper 1710).

    5. BOMBING OF DARWIN – MOTION:
        The Chief Minister (Mr Henderson), pursuant to notice, moved - That the Assembly express its profound regret and sadness for the terrible losses caused by the bombing of Darwin to the residents of Darwin and their families, and to the servicemen and women stationed in and around Darwin.

    15. MATTER OF PUBLIC IMPORTANCE – PROPERTY CRIME ACCOUNTABILITY OF INDIVIDUALS:
        The Deputy Speaker (Ms Walker) advised the Assembly the Member for Port Darwin (Mr Elferink) had proposed the following definite Matter of Public Importance for discussion this day:
            The need for a regulatory framework which promotes the accountability of individuals in relation to property crime.

        The proposed discussion having received the necessary support –
