ANSWER
1. The Australian Bureau of Statistics (ABS) Estimated Residential Population (ERP) suggests there are approximately 34 367 school-aged children (six to 15 years old) as at June 2009. It should be noted that this figure is an estimate.
2. The number of enrolments of school age children as at 7 August 2009 was 31 664. Of these, 23 512 enrolments were at Northern Territory government schools. These figures represent a count of enrolments in NT schools on a single day, as defined by the ABS National Schools Statistics Collection (NSSC).
3. Of the students who were enrolled at Northern Territory government schools during 2009, approximately 170 did not attend at all.
4. Of the students who were enrolled at Northern Territory government schools during 2009, approximately 1510 only attended school up to 25% of the time.
5. Of the students who were enrolled at Northern Territory government schools during 2009, approximately 3820 only attended school up to 50% of the time.
6. Of the students who were enrolled at Northern Territory government schools during 2009, approximately 8900 only attended school up to 80% of the time.
7. DET cannot provide this data. Breakfast and lunch programs are provided by Centrelink/Department of Families, Housing, Community Services and Indigenous Affairs.
8. Family Responsibility Agreements and Family Responsibility Orders are entered into and made in accordance with the Youth Justice Act.
(c) the agency considers that the agreement may resolve the problems.
9. The School Enrolment and Attendance Team is a measure specifically designed to improve school attendance; however, Clontarf Football Academies and Home Liaison Officers play crucial roles. Approximately $7.6m was spent on all of the above measures in 2009-10.
10. As Aboriginal languages and English are spoken in most very remote schools, the Department of Education and Training expects student learning in English to be strongly supported by use of home languages. A new English language policy was introduced in October 2008.

The Department of Education and Training (DET), in partnership with the Department of Construction and Infrastructure (DCI), is managing the implementation of the projects for the Building the Education Revolution (BER) Science and Language Centres for 21st Century Secondary Schools (SLC) and Primary Schools for the 21st Century (P21), including the financial, regulatory, procurement and construction aspects of the program. Both agencies have undertaken to provide as much detail as possible in response to this question.

22. DET is unable to provide the number of scholarships being provided across all NT government agencies. Each agency manages its own programs. DET operates a Student Teacher Bursary program which creates new pathways to attract top school leavers and graduates to commit to teaching within the Northern Territory. Twenty scholarships are offered every year for varying lengths of time. Twenty were offered in 2010, each valued at between $10 000 and $14 000 per annum.
23. DET is unable to provide the number of university vacation placements being provided across all NT government agencies. Each agency manages its own programs. DET provided employment opportunities over the Christmas holiday period to two Higher Education Scholarship holders.

207. Regional Shire Council Payments

1. What is the Territory government payment to each shire in the financial year 2010-11?

ANSWER
The questions ask for details of payments by the Territory government to shires in 2010-11. The answers provided relate to payments made by my Department of Housing, Local Government and Regional Services. Payments to councils by other agencies are subject to variation through the year in line with the specific agency programs, grant application processes and service level agreements. The table below shows DHLGRS grant payments (excluding those Special Purpose and Closing the Gap grants that will be assessed in March/April 2011) and rates and charges paid, or to be paid, to each shire council by DHLGRS in 2010-11.
1: Payments by DHLGRS as described above total $55 679 326. The payments range between $176 212 to the Wagait Shire Council and $8.6m to both the Victoria Daly Shire Council and the East Arnhem Shire Council.
2. The grant-proportion of these payments is shown for each council in the table below. The proportion ranges between 80.9% for the Belyuen Shire Council and 100% for the Wagait and Coomalie councils. For the eight larger regional shire councils the proportion varies between 87.5% for the Tiwi Island Shire Council and 95.6% for the Roper Gulf Shire Council.
3. The charges-proportion of these payments is shown for each council in the table below. The proportion ranges between 0% for the Coomalie and Wagait Councils and 9.5% for the Belyuen Shire Council. For the eight larger, regional shire councils the proportion varies between 0.9% for the Roper Gulf Shire Council and 5.2% for the Tiwi Islands Shire Council. There are only two local government charges levied – waste management charges and an environmental charge. The latter charge is levied by only two councils: Belyuen and Tiwi Islands Shire councils. The environmental charges total $40 200 per annum, and the remainder are for waste management.
4. The rates-proportion of these payments is shown for each council in the table below. The proportion ranges between 0% for the Coomalie and Wagait councils and 9.55% for the Belyuen Shire Council. For the eight larger regional shire councils, the proportion varies between 3.5% for the Victoria Daly Shire Council and 7.2% for the Tiwi Islands Shire Council.
5. Other DHLGRS payments include payments for contracted services, such as housing tenancy and property management services and housing maintenance services. These payments are expected to total $36 596 791 for 2010-11. This figure is indicative only as councils invoice the Northern Territory government for works as they are approved.

Both agencies have undertaken to provide as much detail as possible in response to this question.
- Attachment A provides information on the completed BER P21 projects and SLC projects as at 9 August 2010. It details the BER funding allocation, the tendered amount and final cost of each completed project inclusive of design and project management costs. The final cost as outlined for each project includes negotiated and agreed variations above the tendered amount but generally within the overall BER funding allocation. In a small number of cases, any overrun on the BER funding allocation will be offset by drawing down on a precinct reserve.
Where the tendered price is within the overall BER funding allocation, scope exists for variations to occur to enhance and value-add to the project in line with BER and procurement guidelines. Some capacity will exist for further work at schools that have some BER funding allocation remaining outside of the designated 5% precinct reserve. The precinct reserve is a DET administered contingency set aside to manage project ‘unders and overs’ across the entire BER program, and is in accordance with the approved BER implementation guidelines.
