1995-96 Budget Allocation to Health Services

Mr BELL to MINISTER for HEALTH SERVICES

1. How is the expenditure of $600,000.00, allocated to build a second operating theatre at Katherine Hospital, to be spent and when will this be implemented.

2. Does Katherine Hospital now have a sufficient number of medical practitioners to fulfil all of its medical tasks.

3. Has there been a cut in Hospital Directorate funding in 1995-96 compared to actual expenditure in 1994-95.

4. What has been the effect of the new interstate financial arrangements between hospitals whereby each State and Territory has been charged for services provided to patients from within its borders who use services at interstate hospitals, in particular:
(a) was the cost to the Northern Territory in 1994-95;
(b) what was returned to the Northern Territory by other States; and
(c) what is the budget allocation for this arrangement for 1995-96.

5. Has there been a funding cut to the Tennant Creek Hospital in the 1995-96 budget compared to actual expenditure in the 1994-95 budget allocation.

6. Has there been a funding cut to the Community Care Directorate; if so, what is the explanation of this.
7. What was the actual expenditure details for the following Community-Controlled Clinics in 1994-95:
(a) Nauiyu Nambiyu;
(b) Nganmarriyanga;
(c) Peppimenarti and Outstations;
(d) Wooay Kupuldiya;

8. Has the decision been made on which clinics will benefit from the $1 million of the 1995-96 appropriation allocated to upgrade them, as stated by the then Minister during the Appropriation Bill Committee Stages; if so which clinics will be upgraded.

9. What funds of the 1995-96 appropriation have been allocated to the Sexual Assault Referral Centre in Alice Springs; and
(a) how many staff does this Centre have; and
(b) do these staff have responsibility for Centres outside Alice Springs.

10. Have any other funds been allocated specifically for sexual assault services in:
(a) the Alice Springs district; and
(b) the Alice Springs rural district.

11. Have any 1995-96 funds been allocated specifically for sexual assault services in the Barkly district; if so, what funds have been allocated and does this district have the services of a sexual assault officer.

Sol Hotel (Australia) Pty Limited's acquisition of Sheraton Hotels

1. Did the Ludvik Berger-controlled company, Sols Hotels (Australia) Pty Limited, acquire the two Sheraton Hotels by buying shares in the Northern Territory Government-owned company, Darwin International Hotels.

2. What was the value of the total accumulated tax losses of Darwin International Hotels at the time of sale to Sol Hotels (Australia) Pty Limited.

3. Was the net value of tax losses to Ludvik Berger as a tax deduction greater than the $22.2million purchase price for the two hotels.

Monitoring of Crocodile Farms

2. In each of the above instances, what was:
(a) the amount of funds provided;

3. What tenders, loans or grants have been provided by the Department of Transport and Works during the above financial years for reports on either:
(a) the establishment; or
(b) the direction,
of the Ghan Preservation Society and/or the Transport Hall of Fame projects.

4. Was a sum of approximately $50,000.00 provided during the 1993-94 financial year for a consultancy or report to be conducted into the Macdonnell Siding Project; if so, what were the specific details required by the Department of Transport and Works of the successful applicant for that consultancy.

5. If the answer to question 4 is yes:
(a) was the funding provided as a grant to one consultant; or
(b) were potential consultants invited to provide a submission justifying their applications.

Correctional Services Operations

Mrs HICKEY to MINISTER for CORRECTIONAL SERVICES

1. Have any Department of Correctional Services ancillary operational services been privatised since the 1992-93 financial year; if so, what are they.

2. Have Community Aid Panels been established; if so:
(a) where have they been established; and
(b) what is the composition of the Panels.

3. How many parole officers are employed in:
(a) Katherine and its regions;
(b) Nhulunbuy and its regions;
(c) Tennant Creek and its regions; and
(d) Darwin and its regions.

4. Which communities have Aboriginal Community Corrections Officers and where is it intended to locate those officers in the 1995-96 financial year.

5. Have all managers undertaken training in recruitment and selection.

6. Has the Department of Correctional Services determined performance criteria for all positions above base grade.

7. Has the Department of Correctional Services completed development of the performance management system.

8. Has the Department of Correctional Services commenced training in performance management.

9. Has the number of women in management positions in custodial operations increased since the 1992-93 financial year; if so, by how many.

10. Has a computerised tracking system and skills inventory to monitor the training and development needs of all Department of Correctional Services staff been introduced.
11. Has a long-term strategy for the development and training of all Department of Correctional Services staff been developed.

12. Has an Occupational Health and Safety Plan for the Department of Correctional Services been introduced and developed.

13. Has a health care plan of all Departmental employees been introduced.

14. Has the feasibility of a voluntary probation officer programme been examined; if so, what was the outcome of that examination.

15. With respect to the Home Detention Programme:
(a) how many people are on this programme;
(b) in which urban centres or communities are they based;
(c) has home detention been introduced as a back end sentencing option;
(d) has the surveillance of the Home Detention Programme been privatised in the Darwin region; and
(e) has the programme been extended to communities outside major centres; if so, how many Aboriginal people from non-urban centres are on the programme.

16. Given the Northern Territory Governments policy to reduce the numbers of fine defaulters and persons charged with drink driving offences in prison, what were the statistics for imprisonment for those offences during the following financial years:
(a) 1992-93;
(b) 1993-94; and
(c) 1994-95.

17. Has any public awareness campaign been undertaken in relation to the community service orders programme.

18. How many caregivers have been recruited and trained to enable the Juvenile Courts to provide a Juvenile Offender Placement Programme and:
(a) is this number sufficient for the needs of the Juvenile Courts;
(b) does the Government plan to increase this number; and
(c) when was the last caregiver recruited.

19. Have five year plans been produced for:
(a) the Don Dale Centre;
(b) the Wilderness Work Camp; and
(c) the Gunn Point Prison, and;
if so, when was the last of these plans produced for each centre and what are the details contained therein.

20. Has a five year land use plan been devised for Gunn Point Prison; if so:
(a) when was it devised; and
(b) was any element of the plan implemented and; if so, at what cost.

21. Have the Special Response Group and the Dog Squad been integrated for emergency procedures at the three prisons cited above.
