Mr BAILEY to TREASURER

1. In your former capacity as Minister for Health Services, on 5 February 1991, during a personal explanation by the Member for Wanguri in the Legislative Assembly, was the Minister’s attention
drawn to an article in the NT News which was attributed to him and purported to include a quote from the Member for Wanguri.

2. Was the Minister aware that this press release had been issued.

3. Was the quote referred to in question 1 fabricated; if so, was the Minister directly responsible for that fabrication.

2. Sol Hotel (Australia) Pty Ltd's acquisition of Sheraton Hotels

1. Did the Ludvik Berger-controlled company, Sol Hotels (Australia) Pty Limited, acquire the two Sheraton Hotels by buying shares in the Northern Territory Government-owned company, Darwin International Hotels.

2. What was the value of the total accumulated tax losses of Darwin International Hotels at the time of sale to Sol Hotels (Australia) Pty Limited.

3. Was the net value of tax losses to Ludvik Berger as a tax deduction greater than the $22.2 million purchase price for the two hotels.

3. Cuprex Royalty Debt

1. At 30 June 1992, was the Cuprex royalty debt $1,194,334.00; if so, over what period did this debt accrue.

2. If the answer to question 1 is yes, had this total royalty debt been outstanding for more than 90 days as at 30 June 1992.

3. If the answers to questions 1 and 2 are yes, what measures were taken by the Department of Mines and Energy to recover the outstanding royalties.

4. Does the Department of Mines and Energy have a policy for overdue royalty recovery; if so, what are the details of that policy.

5. Does the Department of Mines and Energy anticipate receiving any or all of any outstanding Cuprex royalties from liquidation proceedings.

4. Minister's Travel 1990

Mr BAILEY to CHIEF MINISTER

1. What records were kept for travel undertaken by the then Minister for Education between 1 June 1990 and 30 June 1990.

2. Which days during the period referred to in question 1, did the Minister:

(a) spend in Darwin; and
(b) spend outside Darwin.

3. Did the Minister undertake travel outside Darwin during the period referred to in question 1; if so, what was the travel.

4. If the answer to question 3 is yes, to which destinations did the Minister travel outside Darwin.

5. If the answer to question 3 is yes, what was the means of travel.

6. If the answer to question 3 is yes, what was the purpose of that travel.

7. During the period referred to in question 1, did the Minister undertake any travel for personal reasons.

8. If any travel was undertaken during the period referred to in question 1, did the Minister undertake any travel by light aircraft; if so,

(a) what was the contractual relationship between the Minister and the owner of the aircraft;

(b) which charter companies provided the service in the case of non-RPT flights;

(c) what was the cost of the service provided by charter flights;

(d) did the Minister personally hire and fly aircraft for any of the travel undertaken during June 1990; if so, from whom was the aircraft hired; and

(e) if the Minister did hire an aircraft during the period referred to in question 1, was it paid by him personally or by the Northern Territory Government.

8. Contracted Journalists and Writers

Mr BAILEY to MINISTER for TOURISM

1. What are the details of the journalists and specialist writers contracted in the agencies under the portfolio responsibilities of the Minister for Tourism in the following financial years;

(a) 1993-94; and

(b) 1994-95.

2. What amount was paid, in each case referred to in question 1 and:

(a) what was the title or description of the project; and

(b) which projects were exempted from public tender.

15. Ministers' Official Overseas Travel

Mr BAILEY to CHIEF MINISTER

1. What are the details of individual Ministerial official overseas travel during the 1995-96 financial year, under the following categories:

(a) name of the Minister;

(b) date of departure;

(c) duration of the trip;

(d) destination;

(e) number of parties accompanying the Minister in the following categories:

(i) ministerial staff;

(ii) public servants; and

(iii) non-public servants; and

(f) the total cost of travel, accommodation and any other expenses which were funded by the Northern Territory Government.

16. Supplementary Question to Written Question 82 (Leader of the Opposition to Attorney-General)

Mr STIRLING to ATTORNEY-GENERAL

1. In respect of $1,205,501.86 paid from the Legal Services vote, the information which was provided in the Attorney-General’s response to Written Question 82 of the Seventh Assembly:


(a) what were the matters; and

(b) who were the private legal practitioners.

2. In respect of the amount referred to in question 1, how much was spent on:

(a) local practitioners; and

(b) interstate practitioners.

3. Of the amount referred to in question 1, how much was on:

(a) local counsel fees; and

(b) interstate counsel fees.

4. What are the details of the tendering process preceding a decision to brief a specific private practitioners.

5. Will the Attorney-General table the agreements made pursuant to which $1,205,501.86 was paid from the Legal Services vote.

6. Does a pro forma agreement exist for the payments referred to in question 5.

7. Is a specific agreement concluded in:

(a) some cases; or

(b) all cases.

8. If the answer to question 7(a) is yes, on what basis is a specific agreement reached.

9. What policy is applied in making a decision whether to brief a matter to private practitioners or whether to use legal services provided by officers of the Attorney-General’s Department.

10. On what basis are matters referred to interstate legal practitioners.

11. Should a legal services agreement be made with a local private practitioner, what terms are included in such agreements in respect of seeking advice from interstate practitioners.

1. Did a Senior Fire Officer, other than Mr Brian Chong Wee, travel to Alice Springs from Darwin on Good Friday, 1997 and is he still currently in Alice Springs.

2. What is the nature of this officer’s work in Alice Springs for this duration.

3. Is he being paid travel allowance for every day of this trip and has he accessed a Departmental vehicle for the trip.

4. If he is not being paid travel allowance for every day, what proportion of the trip is he being paid travel allowance for.

5. Who accompanied this officer on this trip and what is the purpose of their attendance.

6. Are the people accompanying the Senior Fire Officer also being paid travel allowance. If so, for what proportion of the trip have they been paid travel allowance.

53. Aboriginal Services, Measurement by Commonwealth Grants Commission

Mr AH KIT to MINISTER for ABORIGINAL DEVELOPMENT

I refer the Minister to the Commonwealth Grants Commission Report on General Revenue Grant Relativities 1996 Update and specifically to the assessments of the various states’ performances on Aboriginal community services (p256):

1. Why is the actual expenditure for the Northern Territory falling.

2. Why is it that in none of the last four years has the actual expenditure on this item been equivalent to the needs as calculated by the Commission.

3. Do you accept that you are the only state which makes no effort to meet these needs or to justify why it does not.

4. Do you perceive electoral benefit in not meeting these needs.
