1. In your former capacity as Minister for Health Services, on 5 February 1991, during a personal explanation by the Member for Wanguri in the Legislative Assembly, was the Minister’s attention drawn to an article in the NT News which was attributed to him and purported to include a quote from the Member for Wanguri.

2. Was the Minister aware that this press release had been issued.

3. Was the quote referred to in question 1 fabricated; if so, was the Minister directly responsible for that fabrication.

Sol Hotel (Australia) Pty Ltd's acquisition of Sheraton Hotels

1. Did the Ludvik Berger-controlled company, Sol Hotels (Australia) Pty Limited, acquire the two Sheraton Hotels by buying shares in the Northern Territory Government-owned company, Darwin International Hotels.

2. What was the value of the total accumulated tax losses of Darwin International Hotels at the time of sale to Sol Hotels (Australia) Pty Limited.

3. Was the net value of tax losses to Ludvik Berger as a tax deduction greater than the $22.2 million purchase price for the two hotels.

Cuprex Royalty Debt

1. At 30 June 1992, was the Cuprex royalty debt $1,194,334.00; if so, over what period did this debt accrue.

2. If the answer to question 1 is yes, had this total royalty debt been outstanding for more than 90 days as at 30 June 1992.

3. If the answers to questions 1 and 2 are yes, what measures were taken by the Department of Mines and Energy to recover the outstanding royalties.

Modular Medical Products Share Buyback Plan

Written Question 141 of the Seventh Assembly asked:

Why didn't the Modular Medical Products Share Buyback Plan, announced by the former Minister proceed and what actions were taken to try and recover these funds.

The answer provided was:

The directors of Modular Medical Products had committed all of their personal assets to support the company and were not able to meet the terms of the share buy-back plan. The Government negotiated a settlement with the directors of Modular Medical Products as a variation to the original buy-back agreement.

Question:

(1) Did the first buy-back agreement state amounts and timelines for the arrangement to proceed.

(2) What were the variations made to that agreement in respect of (a) amounts, (b) timelines and (c) other conditions (please specify).

(3) When was it first known that the directors of Modular Medical Products would not be able to meet the terms of the buy-back..

(4) When did the renegotiations commence and when was the agreement on the terms of settlement reached.

(5) Did the terms of the settlement strengthen or weaken the security of the Territory Taxpayers' $600,000 investment in this venture.

I refer the Minister to the Commonwealth Grants Commission Report on General Revenue Grant Relativities 1996 Update and specifically to the assessments of the various states’ performances on Aboriginal community services (p256):

1. Why is the actual expenditure for the Northern Territory falling.

2. Why is it that in none of the last four years has the actual expenditure on this item been equivalent to the needs as calculated by the Commission.

3. Do you accept that you are the only state which makes no effort to meet these needs or to justify why it does not.

4. Do you perceive electoral benefit in not meeting these needs.

Treatment Programs for Heroin and other Drug Users

Mr BAILEY to MINISTER for HEALTH, FAMILY and CHILDREN'S SERVICES

1. In 1996, how many deaths occurred in the NT because of -

(i) heroin;

(ii) all other opiates; and

(iii) all other illegal drugs.

2. Did any deaths occur from marijuana in the NT in 1996.

3. How many deaths occurred in the NT during 1996, in which illegal drugs were a contributing factor, but were not listed as the cause of death.

4. How many drug overdose cases were admitted to all NT Public Hospitals during 1996 and what were their ages.

5. What education programs is the Government undertaking and how much time is allocated to such programs -

(i) in schools, to inform and teach young people about addiction and illegal drugs; and

(ii) outside schools, to inform and teach young people about addiction and illegal drugs.

6. During 1996, what programmes were available for heroin dependent people and the conditions for admission to each program. For each program, please advise the number of people who -

(i) commenced;

(ii) completed; or

(iii) were denied participation.

7. What is the current status for the use of methadone in the NT.

8. Is methadone available under any circumstances to people who are heroin users. If so -

(i) how many people are on this program;

(ii) is there a waiting list for people waiting to get on this program;

(iii) are there any people being denied treatment under this program; and

(iv) what are the conditions for placement into this program.

9. What other programs are currently available, or are being considered, for heroin dependent people.

10. During 1996 what was the cost in the NT for administering illicit drug laws. Please break down these costs into amounts for -

(i) Police;

(ii) legal system (including DPP, the Courts and Legal Aid);

(iii) hospital services provided by the NT Government;

(iv) other medical services provided by the NT Government; and

(v) administrative services.

11. What proportion of those people in prison in the NT are there for reasons directly attributable to illegal drugs and what proportion are there for reasons indirectly attributable to illegal drugs.
