ESTABLISHMENT PACKAGES
Since Self-Government in 1978, the Northern Territory Government has provided local government councils with establishment grants to enable them to operate and provide services at a level equivalent to those of longer established councils. The municipalities of Palmerston and Litchfield, incorporated in 1985, received establishment packages including funding, land infrastructure and other amenities.
Establishment funding has also been provided to new community government councils. Their grants have been smaller than those of the municipalities due to their relative size and, in most cases, because local government infrastructure and amenities have been progressively provided through other departmental programs to enable local government services to be provided by the pre-existing association councils.
Establishment grants are distributed to new Community Government and Municipal Councils on a demonstrated needs basis rather than simply a dollar figure.
DUMP FUNDING
Dump funding is provided to communities and resource centres throughout the Territory to provide for the maintenance of dumps. The Department of Housing and Local Government has now fully taken over responsibility for dumps as of 1 July 1995.
The means of allocating dump funding in the past has proved to be unsatisfactory and in many cases has resulted in wide fluctuations in funding levels over consecutive years.
A review of the dump funding arrangements resulted in the introduction in 1995/96 of a distribution methodology which is population driven and takes account of the numbers of dumps maintained by individual communities/resource centres and the cost of goods and services in those locations. A base amount has also been incorporated within the methodology in order to protect smaller councils from dis-economies of scale. The new methodology should minimise inequities that have been evident in past years.
The 1995/96 dump funding allocations have been made to Local Governing Bodies only.

NORTHERN TERRITORY OPERATIONAL SUBSIDY PROGRAM
The NT Operational Subsidy Program provides financial assistance to major non-municipal local governing bodies to assist them in the delivery of local government services.
The funds are untied and distributed in accordance with a formula which provides for:
. a needs based index which takes into account the level of Commonwealth financial assistance provided in relation to each councils identified needs;
. recognition of community government status by applying a 30% loading within the grant calculation;
. recognition of independent revenue raising effort; and
. a 5% loss assistance factor which serves to moderate the impact of reductions in funding levels to communities over consecutive years.
CAPITAL INFRASTRUCTURE GRANTS
Funds are allocated to communities on an annual basis, using a simple formula where each council receives a $30,000 base grant in addition to $168 per capita allocation based on the population of each community.
Councils have been informed of their 1995/96 notional allocations and have been invited to submit applications for Departmental approval prior to the release of these funds.
Applications are assessed in line with each communitys development plan and overall financial management objectives.
SPECIAL PURPOSE FUNDING
These funds are distributed as Special Purpose Grants, upon application by Councils, and on a needs based assessment in comparison with other applications.
